Land Use and Housing Committee will hear information from a study on the high cost of affordable housing and what can be done to reduce the cost. Budget Review Committee will meet to talk about the latest analysis of the FY 2026 Budget after incorporating the latest requested changes from Councilmembers.

Item 1 – Approval of Committee Minutes

 

Item 2 - Fourth Amendment to the Agreement with PATH San Diego for the Coordinated Street Outreach Program

In July 2022, the City of San Diego (City) entered into an agreement with People Assisting the Homeless San Diego (PATH San Diego) to operate the Coordinated Street Outreach Program.

This item would authorize a Fourth Amendment to the Agreement with PATH San Diego to increase the funding of the contract by $3,500,000 for Fiscal Year 2026 for a total not to exceed amount of $13,600,000 to operate the Coordinated Street Outreach Program during a third option period ending June 30, 2026.

 

Item 3 - As-Needed Public Outreach and Engagement Consultant Services Agreements with Ascent Environmental, Inc., Cook & Schmid, LLC., Imagine Creative Services, LLC., and Kearns & West, Inc

The City Planning Department requests the approval of four as-needed public engagement agreements for five-year terms to utilize consultants for tasks requiring specialized expertise in public outreach and engagement, enhance the department resources, and execute citywide initiatives in the Department’s work program.

This item includes four separate contracts with not-to-exceed amounts of $2,000,000 each.

 

Item 4 - As-Needed Historic & Cultural Resource Planning Consultant Services Agreements with Dudek, IS Architecture, Page & Turnbull and SWCA, Inc

The City Planning Department requests the approval of four as-needed historic and cultural resources planning agreements for five-year terms to utilize consultants for tasks requiring specialized expertise in historical and cultural resource planning, enhance the department resources and execute Citywide initiatives in the Department’s work program.

This item includes four separate contracts with not-to-exceed amounts of $1,500,000 each.

 

Item 5 - As-Needed Planning Multi-Disciplinary Consultant Services Agreements with Dudek; Ascent Environmental, Inc.; Wallace Roberts & Todd, LLC; Moore Iacofano Goltsman, Inc.; Raimi + Associates; and Dyett & Bhatia

The City Planning Department requests the approval of six as-needed planning agreements for five-year terms to utilize for tasks that require specialized expertise in multi-disciplinary planning services, enhance the Department’s resources, and execute Citywide initiatives in the Department’s work program.

This item includes six separate contracts with not-to-exceed amounts of $3,000,000 each.

 

Item 6 - As-Needed Environmental Services Agreements with HELIX Environmental Planning, Inc.; RECON Environmental, Inc.; and Dudek

The City Planning Department requests approval of three as-needed environmental services agreements for five-year terms, in an amount not to exceed $2,000,000, contingent upon the adoption of the Annual Appropriation Ordinance for the applicable fiscal year, to utilize consultants for tasks that require specialized technical expertise in the preparation of the Department’s long-range environmental policy and planning initiatives, enhance the Department’s resources, and execute Citywide initiatives in the Department’s work program.

This item includes three separate contracts with not-to-exceed amounts of $2,000,000 each.

 

Information Items

Item 7 - Permanent Local Housing Allocation Program Informational Update and Annual Report

Permanent Local Housing Allocation (PLHA) funding is made possible through Senate Bill (SB) 2 Chapter 364, Statutes of 2017. The intent of the bill is to provide a permanent, ongoing source of funding to Local governments for housing-related projects and programs that assist in addressing the unmet housing and homelessness needs of their local communities.

City of San Diego has been awarded up to $34,741,098 over a five-year period and as part of application to California Department of Housing and Community Development (HCD).

 

Item 8 - Informational Update: Studies of the Cost to Develop Affordable Housing

At the request of Councilmember Kent Lee, the Chair of the Land Use and Housing Committee, an informational report will be presented to the Committee about studies of the cost to develop affordable housing.

The San Diego Housing Commission (SDHC) engaged BAE Urban Economics for a comprehensive study of the cost of developing affordable housing, what drives it and how to mitigate it. The study has identified factors that contribute to rising costs and strategies that policymakers may want to consider to address these issues. Additionally, in April, RAND published a study of the high cost of producing multifamily housing, which also included recommendations for consideration.

Item 1 - Informational Discussion of Recommended City Council Modifications to the Mayor’s Proposed Fiscal Year 2026 Budget and Review of the May Revision

This item is an informational discussion on the Independent Budget Analyst’s (IBA’s) recommendations for City Council modifications to the Mayor’s proposed Fiscal Year 2026 Budget and review of the May Revision. Staff from the Office of the IBA will present final recommendations for the City Council to consider for the June 10, 2025 adoption of the City’s Fiscal Year 2026 Budget.
