Item 628 – Prohousing Designation Program Application

This action will authorize the City of San Diego to apply for a renewed Prohousing Designation administered by the California Department of Housing and Community Development (HCD).

HCD created the Prohousing Designation Program to promote housing development and support jurisdictions that go above and beyond state housing law to help accelerate housing production. 

The Program provides incentives to cities and counties in the form of additional points or other preference in the scoring of competitive housing, community development, and infrastructure programs including the Affordable Housing & Sustainable Communities Grant, Infill Infrastructure Grant, Transformative Climate Communities program, Solutions for Congested Corridors, Local Partnership Program, Transit and Intercity Rail Capital Program, the Homeless Housing, Assistance and Prevention Program, and Sustainable Transportation Planning Grant Program.

Item 629 – Presentation on the Status of Vacancies, Recruitment and Retention Efforts Per Government Code Section 3502.3

California Government Code section 3502.3 requires a public agency to present the status of vacancies and recruitment and retention efforts during a public hearing each fiscal year, before the agency’s governing body adopts the annual, final budget for the fiscal year. 

During the hearing, the public agency must identify any necessary changes to policies, procedures, and recruitment activities that may lead to obstacles in the hiring process. Further, Government Code section 3502.3 states that the recognized employee organizations for the agency’s bargaining units are entitled to make presentations at the public hearing related to the status of vacancies and the recruitment and retention efforts for positions within the bargaining units.

Item 630 - Authorization of the First Amendment to Contract H2426362-M with Brown and Caldwell for Design and Construction Services for the PS 2 Improvements and Modernization Project

This request is to authorize the First Amendment to the contract with Brown and Caldwell (B&C) to increase the contract amount by $2,294,011.00 for a new contract total of $5,235,135.00 and to extend the contract time by three (3) years from June 10, 2029 through June 9, 2032, for additional design and construction support services for the Pump Station 2 Improvements and Modernization Project. 

Sewer Pump Station 2 (PS2) is a vital infrastructure asset that must consistently provide reliable, uninterrupted service to the City’s municipal customers and to our neighboring communities who are part of the metropolitan wastewater system. 

As PS2 operates continuously and is the largest pump station in the system, responsible for sending 2.3 million customers' waste to the Point Loma Wastewater Treatment plant, any operational disruption poses risks of potential wastewater system spills.

 

Item 631 - Authorization for City of San Diego Fiscal Year 2027 Tax and Revenue Anticipation Notes

This action requests the authorization to issue short-term Tax and Revenue Anticipation Notes (“TRANs”), and related documents, to address the projected seasonal cash flow deficit of the City’s General Fund in Fiscal Year 2027 (“FY 2027 TRANs”). The size of the FY 2027 TRANs issuance will be determined based on the Fiscal Year 2027 Adopted Budget; however, current estimates assume a need of approximately $332 million.

 

Item 632 - Construction Change Order #5 with PCL Construction Services, Inc for the Installation of a New Batting Cage for Mira Mesa Community Park Improvements Phase II

This request is to authorize Construction Change Order #5 for the Mira Mesa Community Park Improvements Phase II construction contract between the City of San Diego and PCL Construction Services, Inc. The City will pay PCL Construction Services, Inc. an agreed amount of $198,154.00 for the installation of a new batting cage for Mira Mesa Community Park Improvements Phase II project. The work includes utility investigation, layout, and installation of a chain-link fence style batting cage south of Field 7 at Mira Mesa Community Park.

 

Item 640 – Reduction of Solid Waste Management Fee in Fiscal Years 2028 and 2029

On June 9, 2025, City Council approved a fee schedule for City-provided solid waste management services, with effective dates of July 1, 2025; July 1, 2026; July 1, 2027; and July 1, 2028. 

City Council has agreed to consider reducing the Solid Waste Management fees for Fiscal Years 2028 and 2029, as part of a tentative settlement agreement. 

Through this item, the Environmental Services Department (ESD) requests that City Council consider and adopt a revised Solid Waste Management Fee schedule for Fiscal Years 2028 and 2029. This action does not revise the Solid Waste Management Fee for Fiscal Years 2026 or 2027.

 

Item 641 – Repeal Balboa Park Paid Parking User Fee

This item is brought by Councilmember Whitburn, in collaboration with the Council President’s office, Office of the City Treasurer, Parks and Recreation Department, Transportation Department, Independent Budget Analyst, and Mayor’s office. The item seeks City Council approval to repeal the Balboa Park Paid Parking Program (Program) within Balboa Park (Park), making parking free for everyone effective January 1, 2027. 

This proposal comes after Councilmember Whitburn helped negotiate a compromise regarding solid waste management fees that also incorporated a proposed repeal of the Program and the removal of the forty-six parking meters installed on Park Boulevard that are subject to Mayoral authority under Council Policy 200-04.
