The People’s Business – June 6, 2025

A Special Council Meeting was called to hear proclamations and the Consent Agenda on Monday morning instead of the usual Tuesday time. This will leave more time for a discussion on the budget on Tuesday. In the afternoon, Councilmembers will consider the Solid Waste Management Fee.

Proclamations

Item 600 – San Diego Lao Food Festival Day

This proclamation celebrates the festival which promotes cultural understanding and appreciation, bringing together people from all walks of life to share in the joy of traditional Lao food, art, culture, music, and community.

 

Consent Agenda

There are 13 items on the Consent Agenda including appointments to the Balboa Park Committee and the Planning Commission, and two legal settlements.

 

Discussion Items

Item 200 - Ordinance Regarding Residential Tenant Utility Charges

The City of San Diego charges for City-provided services such as water and wastewater. The City may also soon implement a cost recovery fee for solid waste management services.

This item proposes an Ordinance to amend Chapter 9, Article 8 of the San Diego Municipal Code to prevent property owners from profiting from the City-provided service and protect renters from exploitation. The proposed ordinance is one component in a broader effort to improve transparency and maintain fair rental practices.

 

Item 201 - Adoption of a New Solid Waste Management Fee Schedule for Fiscal Years 2026-2029

This item is requesting adoption of a proposed fee for City-provided solid waste management services. If, at the close of the public hearing, valid written protests against the proposed fee are not presented by a majority of the parcels that would be subject to the proposed fee, the City Council may consider and adopt a resolution authorizing the proposed fee.

The Environmental Services Department conducted a comprehensive Cost-of-Service Study (COSS) accompanied by robust outreach and engagement and operational analysis to identify the residential solid waste management services (including waste, recycling, and organics collection) residents want and should receive from City forces, to document the cost of providing the solid waste management services, and to determine a proposed fee schedule for owners of properties that receive the City-provided solid waste management services.
