The People’s Business – June 9, 2025

The Council will consider the FY 2026 Budget on Tuesday afternoon in a Special City Council meeting where the afternoon session begins at 1 p.m. They will also consider the San Diego Housing Commission’s budget for the coming year and a modification to the user fee schedule.

Item 700 – Fiscal Year 2025 Capital Improvements Program (CIP) Year-End Budget Monitoring Report and CIP Budget Revisions

The CIP Year-End Budget Monitoring Report presents a semi-annual review and monitoring overview of the City’s CIP available allocations and key funding source activity.

This item includes a request for City Council to approve budget adjustments that supplement the City’s capital budgeting and internal monitoring processes.

Included in the report are details of $42.7 million in requested City Council approvals for new budget appropriations, reallocations of funds, and de-appropriation of CIP project savings resulting from the City’s continued cash management and streamlining efforts.

 

Item 701 – Fiscal Year 2025 Third Quarter Budget Monitoring Report

The purpose of the Fiscal Year 2025 Third Quarter Budget Monitoring Report is to provide the City Council and the public with an update of revenues and expenditures for funds with budgeted personnel expenditures.

The Department of Finance produces this report in collaboration with City departments and is developed using nine months of actual (unaudited) activity and projections for the remaining three periods through fiscal year-end.

This item would approve any requested authorities and recommendations for appropriations that are outlined in the Fiscal Year 2025 Third Quarter Budget Monitoring Report.

Item 702 – Approval of the City's FY 2026 Budget

This item is the City Council approval of the City’s FY 2026 Budget.

Section 69(d) of Article VII of the City Charter states: “The Council shall hold at least one public hearing on the Mayor’s proposed budget. Such hearing may be before the City Council or any of its committees.” Following the public hearing, the Council is to adopt the budget by resolution, and may include changes to the Mayor’s proposal provided that the budget remains balanced.

Section 69(f) of Article VII of the City Charter states: “On or before June 15, the Council shall approve the budget as submitted by the Mayor or modify the proposed budget in whole or in part. The Council may increase or decrease any item or add or remove any item provided that the budget must remain balanced.”

 

Item 703 – Proposed Fiscal Year 2026 City of San Diego Affordable Housing Fund Annual Plan

This item would approve the proposed Fiscal Year 2026 City of San Diego Affordable Housing Fund Annual Plan as presented in this report.

The Municipal Code requires SDHC to adopt an AHF Annual Plan for the use of the AHF revenues and prescribes parameters for the distribution of those projected revenues. The AHF Annual Plan must include a description of all proposed programs to be funded, intended beneficiaries and the allocation of anticipated funds

 

Item 704 – Modification to the FY2026 User Fee Schedule

This item proposes to revise the Fiscal Year 2026 (FY2026) User Fee Schedule to modify expired meter fines. These fees were modified by City Council via Resolution R-316067 on March 3, 2025.

In the months since this decision, the City’s budget deficit has indicated additional mitigation measures are necessary. Council President Joe LaCava seeks a targeted amendment for the following fines in the FY2026 User Fee Schedule to increase revenue.

If approved, the fine would be in effect on July 1, 2025. Expired parking meter fines, governed by SDMC 86.0126, were originally recommended by staff to be raised from $30 to $54.50. Following Council’s action on March 3, 2025, the fine was maintained at $30. This action would increase the fine amount to $42.50.

 

Housing Authority Agenda

Item HA 1 – San Diego Housing Commission Proposed Fiscal Year 2026 Budget

This item would approve the San Diego Housing Commission’s (SDHC) proposed Fiscal Year 2026 Budget and delegate authority from the Housing Authority to SDHC to amend the Fiscal Year 2026 Budget for amounts consistent with prior-year delegation.
