Item 2 - 2026 High Risk Re-Review: Performance Audit of The Fire-Rescue Department’s Emergency Medical Response Process
The City of San Diego’s (City’s) 911 emergency dispatch system is a critical public safety service, ensuring that those experiencing a serious or life-threatening emergency receive an appropriate and timely level of response.
This audit is a high-risk re-review of the Office of the City Auditor’s Fire-Rescue Department’s Emergency Medical Dispatch Process Performance Audit, published in 2012. The 2012 audit had two recommendations on the emergency medical dispatch process and data collection, which the Fire[1]Rescue Department agreed to and implemented.
Since the previous audit, the emergency medical dispatch process for fire units has evolved and now includes extensive automation and data collection.
Item 3 - 2025 Annual Report on Internal Financial Control
This Annual Report on Internal Control is issued pursuant to City of San Diego Municipal Code (SDMC) §22.0706, adopted by the City Council in October 2004 via Ordinance 19320 to achieve a high standard of quality in and efficacy of the City of San Diego’s (City’s) financial reporting and disclosure practices.
This item would accept the 2025 Annual Report on Internal Financial Control and forward to the City Council as an informational item.
Item 4 - City Auditor's Monthly Activity Report
This Monthly Activity Report provides information about the Office of the City Auditor’s activities in February 2026. This includes audit reports issued, the status of current audit projects, and a list of planned audits that have not yet started.

Item 2 - Authorization to Enter into a Contract between the City of San Diego and PMAM Corporation to Provide an Alarm Permit Software as a Service
The Police Department uses an alarm permit system to manage permits, track permit fees and false alarm fines, and process payments.
This action requests approval to authorize the execution of a contract with PMAM Corporation for a new Alarm Permit Software as a Service in the amount not to exceed $946,383 for a term of five years with the option to renew for an additional five one-year terms for a total term of ten years.
This contract is for the implementation of a new software-as-a-service alarm permit system, custom interfaces, maintenance, and other services to support this critical public safety system.
Item 3 - Authorization to Execute a Second Amendment to the Contract with PWGG, LP dba Poway Weapons and Gear, for Firing Range Rental Services
The San Diego Police Department (SDPD) requests approval to execute the Second Amendment to the contract with PWGG, LP dba Poway Weapons & Gear (PWG) for firing range rental services. This request is for approval to amend the contract with PWG to increase the not-to-exceed amount of compensation by $1,100,000 for a total not-to-exceed amount of $4,100,000.
Item 4 - Authorization to Execute a First Amendment to the Contract with FileOnQ Inc. to Provide Software, Licensing, and Maintenance and Support Services for the Property and Inventory Management Systems
The San Diego Police Department requests approval to execute the First Amendment to the contract with FileOnQ Inc. to extend the contract term for an additional one year term with four optional one-year terms for a total term of ten years, and to increase the not-to-exceed amount by $650,000 for a total not-to-exceed amount of $1,300,000.
The extension will allow the Department continued software, licensing, and maintenance and support services for the FileOnQ Suite, which includes EvidenceOnQ, SARTOnQ, and Quartermaster.
Item 5 - Electric Bicycle Safety Regulations Pursuant to AB 2234
This item requests that the Public Safety Committee recommend that Council District 7, in coordination with the Office of the City Attorney, draft amendments to the San Diego Municipal Code to enhance electric bicycle (e-bike) safety pursuant to authority granted under Assem. Bill 2234 (2023-2024 Reg. Sess.), the San Diego Electric Bicycle Safety Pilot Program (California Vehicle Code section 21214.7), and to forward to City Council with proposed ordinance language for consideration.

Item 6 - No Shots Fired Intervention & Prevention Program Update
No Shots Fired (NSF) is a violence interruption and prevention initiative operated by Shaphat Outreach in partnership with the City of San Diego. The program is designed to reduce gun violence through a comprehensive strategy that combines prevention, intervention, and recovery services for individuals and communities most impacted by violence.
NSF focuses on identifying and interrupting potential violent incidents before they occur while also supporting individuals who are at high risk of involvement in gang-related activity. The program works to facilitate behavioral change by providing mentorship, outreach, and structured support aimed at helping participants transition away from gang culture and toward more stable life paths.

Item 1 – Approval of Committee Minutes
Item 2 - Authorization to Execute the Final Two Option Years of an Existing Contract with Badger Meter, Inc. to Purchase Water Meters (RFP 100898854-22-W)
This is a Council Action to authorize the Mayor to exercise option years three and four (Contract years four and five) of the existing Contract with Badger Meter Inc. to furnish and deliver water meters in the amount not to exceed $6,000,000 per year for two years, for a total not to exceed value of $12,000,000.
The one-year Contract with four option years was approved by City Council on August 23, 2023, allowing the anticipated expenditure of $6,000,000 during that fiscal year with $24,000,000 for the four remaining option years thereafter. Option Years 1 and 2 (Contract years 2 and 3) were approved by the City Council on May 29, 2024.
This request is for approval of option years three and four (Contract years four and five). The meters which will be provided under the Contract will replace failing or poor performing water meters. Meters provided under the Contract are compatible with current and future smart metering technologies.
Item 3 - Water District Boundary Annexation Agreement with Santa Fe Irrigation District for Highland Court Properties
This action requests approval of a water agency boundary annexation agreement with the Santa Fe Irrigation District to facilitate the application process with the San Diego Local Agency Formation Commission to transfer six parcels on Highland Court from being City of San Diego potable water customers to SFID customers. These Properties, located within the City of San Diego, are situated adjacent to the City of Solana Beach and SFID’s water agency boundary.
With this annexation the Properties would remain within the City’s municipal jurisdiction boundaries. This water agency boundary annexation is in the best interest of the Highland Court Properties because it would provide the most reliable water service to the customers and bring both the City and SFID into compliance with the Cortese‐Knox‐ Hertzberg Local Government Reorganization Act of 2000.

Item 4 - Approval of Updated UUP Master Plan
The City of San Diego’s Utilities Undergrounding Program (UUP), administered by the Transportation Department, plays a critical role in enhancing public safety, improving aesthetics, and modernizing infrastructure by converting overhead utility lines within the City’s right-of-way to underground service.
This report outlines the rationale, objectives, and methodology behind the latest update to the UUP Master Plan, driven by regulatory changes and technological advancements.
Item 5 - Utilities Undergrounding Program Utility Pole and Overhead Line Exception Requests
The Utilities Undergrounding Program (UUP) completed a review of exception requests submitted by utility providers concerning specific utility poles, overhead lines, and associated equipment.
Based on this review, City staff recommends that two (2) utility poles and four (4) overhead lines be excepted from removal requirements. This item would adopt a resolution to grant two (2) utility pole and four (4) overhead line removal exception requests per San Diego Municipal Code 61.0512.
Item 6 - Approve the Second Amended and Restated Regional Wastewater Disposal Agreement between the City of San Diego and the Participating Agencies in the Metropolitan Sewage System
This time would approve an Ordinance to authorize the Mayor or his designee to execute the Second Amended and Restated Regional Wastewater Disposal Agreement between the City of San Diego and the Participating Agencies in the Metropolitan Sewerage System.
