Item 330 – Performance Audit of the City’s Key Performance Indicators

For the City of San Diego, performance measurement is an essential transparency tool, allowing residents and taxpayers to monitor and engage with how the City is performing. Given limited resources, Key Performance Indicators (KPIs) are critical tools to help allocate the budget in a way that minimizes negative service level impacts, evaluate the City’s programs and services, and deliver improved outcomes for residents.

The Office of the City Auditor conducted a performance audit with three objectives: 

  1. Determine if the City has achieved its KPI targets for the past three years (FY2023–FY2025); 
  2. Evaluate the control environment of the City’s KPI process with respect to City policies and government best practices; and 
  3. Assess the relevance and timeliness of the City’s KPIs as determined by stakeholder feedback and the City’s Strategic Plan.

Five Recommendations were also made.

Item S501 – Consideration of an Empty Homes Tax Ballot Measure Proposal by Councilmember Sean Elo-Rivera.

Furthermore, request that the City Council adopt the resolution in Subitem-B, directing the City Attorney to prepare a ballot title and summary and an impartial analysis; directing the Mayor, Independent Budget Analyst, and City Auditor to prepare a fiscal impact analysis; and assigning ballot arguments, all regarding one measure amending the San Diego Municipal Code by adding Chapter 3, Article 12, Division 01, sections 32.0101 through 32.0123, relating to an Empty Homes Tax, to be submitted to qualified voters of the City of San Diego at the Municipal Special Election, consolidated with the California State Primary Election to be help on June 2, 2026.
