Economic Development Department proposes entering into a Marketing Agreement with Hyundai Motor America to provide a fleet of lifeguard vehicles and associated marketing rights. This partnership will supply 32 Hyundai vehicles, upfitting, maintenance, and promotional support for up to 15 years if all renewals are exercised, at no direct cost to the City.

Item 4 - FY2027 Business Improvement District Budgets - Annual Appropriation Process

Annually, as required by State law, the process to approve budget reports and authorize the levy and collection of assessment occurs over two Council meetings. 

At the first meeting, Council is requested to adopt a resolution, appointing a nonprofit business association (BID association) for each BID to advise the Council on the BID budget, assessments, improvements and activities.

Additionally, Council is requested to adopt resolutions approving the BID Budget Reports, declaring Council’s intention to levy and collect annual assessments, and set the time of a legally required public hearing.

 

Item 5 - Establishment of a Cannabis Social Equity and Economic Development ("SEED") Program 

This item requests that the Office of Councilmember Henry L. Foster III work with the City Attorney’s Office, Independent Budget Analyst’s Office, and relevant stakeholders to prepare an ordinance that will establish the Cannabis Social Equity and Economic Development Program.’

In 2023, the city received $882,000 in state grant funding as well as $1,000,000 in City funding for FY 24 to fund cannabis equity program implementation based on the adoption of the Equity Assessment. The proposed code amendment package presented in 2023 was tied to state funding, which requires establishing a program and adopting municipal code amendments for cannabis equity permits and processes. This included CBD staffing, tax revenue and user fees, cannabis equity assessment recommendations, proposed cannabis equity outlet permits, and proposed cannabis-sensitive uses and separation requirements. 

However, in 2024, the city funds were reallocated, and the state funds were returned. During the vote on the FY 25 Budget on June 11, 2024, Councilmember Foster shared that he had a commitment from the Mayor's Office to bring a SEED Policy forward.

Item 4 - 2026 Update to the San Diego Municipal Code (Land Development Code and Planned District Ordinances) and Local Coastal Program, Minor Amendments to the Downtown Community Plan and General Plan, and Associated Implementing Actions 

The Land Development Code (LDC) provides the City’s regulations for developing and using property within the City of San Diego. It includes information on zoning, subdivisions, grading, and other related land use activities.

The proposed tenant is a local San Diego operator with a strong brand reputations and multiple locations. Economic Development’s Real Estate Division and Parks and Recreation’s Golf Division recommend proceeding based on fit, quality, and revenue potential to the City.

A representative from Gensler, a firm specializing in adaptive reuse projects, will provide an overview of practices currently implemented in jurisdictions outside of California that encourage adaptive reuse, specifically office to residential conversions.

Adaptive reuse projects refer to converting existing, underutilized buildings to new purposes – from residential, to mixed-use, to other institutional or public uses. In the City of San Diego, the City allows Office to Residential Conversions in certain zones and through the use of various state programs including SB 9 (Housing on Commercial Sites), AB 2011 (Housing on Commercial Sites), AB 1490 (Adaptive Reuse), and SB 4. 

The presenter will share adaptive reuse practices currently implemented in other municipalities that respond to the need to improve neighborhood vitality, preserve historical buildings, and create diverse types of affordable and accessible housing.
