Tuesday’s meeting features a 6pm session dedicated to public input on the budget for the coming year. Residents are invited to participate in-person or virtually. Councilmembers will also preside over the 2026 Women of Distinction ceremony, honoring extraordinary women of San Diego.

Item 30 – 2026 City of San Diego Women of Distinction

In recognition of March as Women's History Month, the Mayor and the City Council will be recognizing ten inspirational, courageous and strong local women who help make the City of San Diego a better place. The Mayor's office worked with each Councilmember individually for this ceremonial item. In addition to the Mayor's selected city-wide honoree, each individual Councilmember selected and submitted to the Mayor's office one Woman of Distinction honoree who lives, works, or goes to school in their Council District.

Item 330 – City of San Diego Fiscal Years 2027-2031 Five-Year Capital Infrastructure Planning Outlook

The City of San Diego Fiscal Year 2027-2031 Five-Year Capital Infrastructure Planning Outlook (CIP Outlook) provides information on policy, regulatory, and other criteria used by Asset Managing Departments in determining capital infrastructure needs, as well as the basis for revenue projections of capital funding sources, and other considerations relevant to managing a citywide capital program. 

The CIP Outlook is written to follow the annual release of the Five-Year Financial Outlook to help drive more effective long-term infrastructure planning. Information in this outlook reflects feedback collected via public outreach to communities through Aug 2025 and input from AMDs, the Mayor’s office, and Council Members. 

The CIP Outlook report is not a budget document. It is a planning tool that enables the sound allocation of resources required to meet the City’s strategic goals that are critical to providing core services.

Item 331 – City Council Informational Training: Zero-Base Budgeting

This item provides an informational financial training for the City Council. This training is provided pursuant to the comprehensive financial training program adopted by the City Council in December 2006. 

In December 2006, the City Council adopted Resolution R-302243 to implement a comprehensive financial training program as recommended in IBA Report #06-59. The training program for the City Council calls for two trainings a year covering two of four important financial subject areas: Debt Issuance and Administration; Financial Disclosure; Financial Statement Overview; and Current and Multi-Year Budget Planning.

Item 332 – Hearing for Public Input on the Development of the Fiscal Year 2027 Budget

This item is to be scheduled for the 6:00pm session of Tuesday, March 10, 2026, to allow the public to provide input to the San Diego City Council for the development of the Fiscal Year 2027 Budget.
