Councilmembers will vote on two items on the Housing Authority Agenda, the issuance of bonds for two separate affordable housing projects on Tuesday. They will also consider amending and extending an agreement with National Alliance on Mental Illness, San Diego.

Consent Agenda
39 items comprise the Consent Agenda including appointments and reappointments to the San Diego Housing Commission, Commission for Arts and Culture, and declaring a continued State of Emergency for the Tijuana Rivers Sewage Crisis.

Item 330 – First Amendment to the Agreement Between the City of San Diego and NAMI San Diego for Supportive Services and Temporary Housing Financial Assistance Program
On October 18, 2024, the City Council approved an Agreement between the City of San Diego and National Alliance on Mental Illness (NAMI) San Diego to operate the Supportive Services and Temporary Housing Financial Assistance Program.
The Agreement was effective on November 4, 2024, with a termination date of April 30, 2026. The Agreement allocated Encampment Resolution Funding (ERF) Program funds to provide housing assistance and supportive services for individuals residing in encampments along the I-15 Corridor and the City of San Diego’s portion of the San Diego River.
This item would execute a first amendment to modify the scope of work, extend the term through June 14, 2027, and add two one-year option periods.
Item 331 – Tax Equity and Fiscal Responsibility Act (TEFRA) Resolution for Mercado Apartments
Adopt a resolution approving the issuance of Housing Authority of the City of San Diego Multifamily Housing Revenue Notes in an amount up to $30,073,052 to facilitate MAAC Mercado L.P.’s acquisition and new construction of 92 housing units and rehabilitation of 132 existing units for a total of 224 housing units at Mercado Apartments at 2001 Newton Ave. in the Barrio Logan Community Plan neighborhood of San Diego.
Mercado Apartments will consist of 222 rental housing units that will remain affordable for 55 years for individuals and families earning 30 percent to 60 percent of the San Diego Area Median Income (AMI) and two unrestricted managers’ units.
Item 332 – Final Bond Authorization for Hillcrest Hall
This item would authorize the issuance of tax-exempt Housing Authority of the City of San Diego Multifamily Housing Revenue Bonds in an aggregate amount not to exceed $20,000,000 and taxable bonds in an amount not to exceed $40,000,000 to fund Hillcrest Hall LP’s acquisition and new construction of Hillcrest Hall, a new affordable rental housing development at 1601 University Ave. in the Uptown Community Plan area, which will consist of 97 rental housing units that will remain affordable for 55 years for families earning 30 percent to 70 percent of the San Diego Area Median Income (AMI) and one unrestricted manager’s unit.
Item 333 – Mid-Coast Transit Corridor Public Right-of-Way Vacation – Project No. PRJ-0664727
Approve all actions necessary to vacate dedicated right-of-way (ROW) portions of Morena Boulevard (formerly Valley Forge Avenue), Yorktown Street, Pasadena Street, and Brandywine Street (Right-of-Way Vacation No. PMT-3255000) on an existing developed lot (APN: 425-011-0600) located northwest and southwest of the intersection of Balboa Avenue and Morena Boulevard, east of the San Diego Metropolitan Transit System (MTS) Blue Line railway and Interstate-5 Freeway, on property owned by the San Diego Association of Governments (SANDAG) within the Balboa Avenue Station Area Specific Plan of the Clairemont Mesa Community Plan area.
Under San Diego Municipal Code Section 125.0910(c), the existing active public facilities are deemed “not affected” because there is an existing reserved easement that will not be terminated or relocated.
Services will not be impacted as a result of the requested public right-of-way vacation. Therefore, in accordance with SDMC Section 125.0910(b)(6) and Section 125.0940, the Council of the City of San Diego (City Council) can summarily vacate the portions of dedicated right-of-way through a Process Five decision.
