Proclamations

Item 30 – Jewish American Heritage Month

This item honors the Jewish American community and recognizes the important role that Jewish Americans have played in shaping American culture, history, and development.

Item 31 – Asian American, Native Hawaiian, and Pacific Islander Heritage Month

This proclamation celebrates Asian American, Native Hawaiian, and Pacific Islander (AANHPI) Heritage Month and encourages its residents to learn, appreciate, and celebrate the rich heritage, history, and contributions of Asian Americans, Native Hawaiian, and Pacific Islanders

Item 32 – San Diego State University R1 Carnegie Classification Day.

This item recognizes San Diego State University (SDSU) which has joined the top five percent of universities nationwide recognized in the prestigious Carnegie Classifications of Institutions of Higher Education as an R1 doctoral university with “Very High Research Spending and Doctoral Production".

Item 33 – Lupus Awareness Month.

This proclamation seems to raise public awareness and focus public attention on lupus and its devastating impact on patients' lives will provide hope for a better future for those affected.

Item S500 – Mental Health Awareness Month

This item encourages collaboration among stakeholders, including patients, healthcare professionals, researchers, policymakers, and industry leaders, to foster greater understanding, support, and action toward improving the lives of those affected by mental health conditions.

 

Consent Agenda

36 items fill the Consent agenda including appointments and reappointments to the Mobility Board, Youth Commission, and Commission for Arts and Culture. Councilmember Campbell also submits an honorary street naming recognizing Eloise Battle at the intersection of Tecolote Road and Morena Boulevard.

Item 330 – 2023 and 2024 Workforce Report

This informational item presents two years of important research to better understand and support City of San Diego (City) employees: 2023 and 2024 Workforce Report.

This report is being presented to provide a comprehensive perspective on the employee experience at the City. Included in the report are recommendations and updates on action already being taken to best support City employees.

 

Item S504 – Drinking Water State Revolving Fund Loan to the City of San Diego’s Water System for the Otay 2nd Pipeline Steel Replacement Phase 3 Project

This item would authorize a Drinking Water State Revolving Fund Loan to the City of San Diego’s Water System for the Otay 2nd Pipeline Steel Replacement Phase 3 Project for an estimated $50 million.

State Revolving Funds (SRF) are financing vehicles administered by state agencies, which lend to municipalities for eligible clean water and drinking water projects. Borrowers benefit from low borrowing costs for eligible projects.

 

Item 331 – Approve a Contract with Concentra Health Services, Inc. for Wellness Services for the San Diego Fire Rescue Department

This item would approve a comprehensive physical wellness program for the employees of the Fire-Rescue Department. This would authorize the City to enter into a three-year agreement with two optional one-year extensions between the City and Concentra Health Services, Inc in an amount not to exceed $12,069,945.

The San Diego Fire-Rescue (SDFD) Health & Safety Wellness Program provides annual medical and fitness evaluations, ongoing education, lifestyle and behavioral programs, injury prevention, and data collection for their employees.

The Fire-Rescue Department seeks to obtain the services of a California Medical Corporation (defined as a firm that can employ physicians without violation of the "Corporate Practice of Medicine" Laws in the State of California; refer to Ca.gov website) to provide medical, wellness and rehabilitation services to all City of San Diego Firefighter and Lifeguard classifications.

 

Item S501 – Revised Energy Cooperation Agreement with SDG&E

In accordance with the Energy Cooperation Agreement between the City of San Diego and San Diego Gas and Electric every three years, the City and SDG&E agree to convene a Cooperation Agreement Summit to review the action taken under the ECA and update the ECA as needed. Any revisions to the ECA are subject to City Council approval. The summit took place throughout the fall and winter of 2024 and resulted in updates to various sections of the ECA.

Amendments were primarily focused on better aligning with the City’s electrifications goals, increased communication, and coordination on affordable housing development, streamlining SDG&E presentations and reports to City Council, and increasing transparency for SDG&E activities at the California Public Utilities Commission.

This item would adopt a resolution authorizing the Mayor or his designee to execute the recommended amendments to the revised Energy Cooperation Agreement with San Diego Gas & Electric.
