Item 1 – Approval of Committee Minutes
Item 2 - Exclusive Negotiation Agreement (7th and Market Street) between the City of San Diego and The Robert Green Company
The proposed Exclusive Negotiation Agreement between the City of San Diego and The Robert Green Company outlines the basic terms and conditions of negotiations through which the parties will seek to negotiate a Disposition and Development Agreement for the future purchase and sale of the 7th and Market Street Property from City to Developer, and development of a mixed-use, affordable housing project on the Site.
The City-owned Site was acquired from the Successor Agency to the former Redevelopment Agency of the City of San Diego as part of the Successor Agency’s housing asset transfer associated with the State of California’s dissolution of redevelopment.
In the most recent update (October 2023) of the City’s Affordable Housing Master Plan, which was developed to provide guidelines for the use and disposition of the real property housing assets from the former RDA, the Site was slated to be disposed of and developed to advance affordable housing, in compliance with redevelopment dissolution law and the State’s Surplus Land Act.

Item 3 - Fiscal Year 2027 Downtown Property and Business Improvement District Annual Report and Budget
City Council approves an Annual Report for the Downtown Property and Business Improvement District (PBID) for each fiscal year in which assessments are levied and collected to pay for the improvements and services described in the report.
This item requests City Council approval of the Downtown PBID Fiscal Year 2027 Annual Report which contains updates to the assessment roll based on the latest County of San Diego property data and the Fiscal Year 2027 budget.
Approval of this item will also authorize the appropriation and expenditure of funds, including assessment funds, in accordance with the City’s Fiscal Year 2027 Appropriation Ordinance for the Downtown PBID.
Item 4 - Approval of the Fiscal Year 2027 San Diego Tourism Marketing District Report of Activities
Approval of the Fiscal Year 2027 San Diego Tourism Marketing District Report of Activities with an anticipated budget total of $56,397,883 including projected and prior year assessments and reserved funds and authorization for the Chief Financial Officer to appropriate and expend associated funding (contingent on availability) and recover City administration expenses.

Representatives from the City’s federal legislative consulting firm will provide an update of federal legislative issues and City advocacy objectives.

Item 2 - Authorization to enter into a Contract with Focus Psychological Service, Inc., to provide Psychological Consulting Services for the San Diego Police Department
The City of San Diego seeks approval to enter into a contract with Focus Psychological Service, Inc., to provide comprehensive psychological consulting services for police officers, civilian employees, and their family members.
This item requests approval to authorize the execution of a contract resulting from Request for Proposal, No. 10090463-26-E with Focus Psychological Service, Inc., in an amount not-to-exceed $3,895,800 for a term of five (5) years.
Item 3 - Authorization to Enter into an Agreement with the County of San Diego for County Detention Facilities
The San Diego Police Department’s mission is to provide the highest quality of police services to the communities it serves. The City of San Diego requests to enter into an agreement with the County of San Diego for booking City misdemeanant arrestees into County Detention Facilities. The new Agreement allows the Department to process City misdemeanant arrestees under specific criteria, ensuring that the booking process is efficient, compliant with legal standards, and meets the Department’s mission.
The Department is requesting to enter into a five-year agreement with the County of San Diego for the Central Jail, Las Colinas Detention Facility, and the Reentry Facility – collectively known as County Detention Facilities.

Item 2 - Authorization to Grant an Easement to San Diego Gas & Electric on City-Owned Property for Circuit 157 (Sections D, E & F) along Lyons Valley Road, Barrett Lake Road, and Skye Valley Road (APNs 599-160-02 et al.)
Authorization to grant SDG&E a non-exclusive overhead electric easement (Attachment A) approximately 15 feet wide and totaling 10.30 acres across City-owned property in the Barrett Lake area, to support SDG&E’s Fire Risk Mitigation (FiRM) Project. In addition, the City will execute a license agreement with SDG&E for staging and access to the easement.
Item 3 - Proposed Fiscal Year 2027 City of San Diego Affordable Housing Fund Annual Plan
This item would approve the Proposed Fiscal Year (FY) 2027 City of San Diego Affordable Housing Fund Annual Plan Program Activity Allocation of $39,024,228 in anticipated funds (also included in the proposed FY 2027 San Diego Housing Commission Budget), of which $22,467,422 was approved in prior years, and the proposed Model Programs.
