Three Council Committees convene this week. Economic Development and Intergovernmental Relations will consider resolutions supporting State bills that support the development of more childcare. Public Safety Committee will hear contract proposals to aid the Fire-Rescue Department and aid Police Dispatch. Land Use and Housing will consider changes to the rules around ADUs and JADUs.

Item 1 – Approval of Committee Minutes
Item 2 - Fifth Amendment to Disposition and Development Agreement with SDEEC LLC for the San Diego Energy Equity Campus at the Valencia Business Park (5515-5565 Stevens Way)
This item would adopt a resolution authorizing the Mayor or designee to enter into a Fifth Amendment to the Disposition and Development Agreement (DDA) between the City of San Diego and SDEEC LLC, a Nevada Limited Liability Company, and to take all actions necessary and appropriate to effectuate the proposed Fifth Amendment.
On July 27, 2021, the City Council approved a Disposition and Development Agreement (“DDA”) with SDEEC LLC, and multiple subsequent amendments since then.
The Scope of Development under the DDA provides for development of a light industrial office complex focused on energy efficiency and sustainability uses and creation of a minimum of 72 new permanent full-time equivalent jobs with 51% held by or available to low-to-moderate income City residents.
Item 3 - Resolution in Support of Senate Bill 99: Family childcare homes: United States Armed Forces
California Senate Bill 99 (SB 99), authored by Senator Catherine Blakespear, D-Encinitas, aims to address the critical shortage of childcare options for military families by exempting Department of Defense (DoD)- certified family childcare (FCC) providers from California's state licensing requirements, provided they exclusively serve military families and adhere to state health and safety standards.
This item would adopt a resolution in support of Senate Bill 99: Family childcare homes: United States Armed Forces.
Item 4 - Resolution in Support of Assembly Bill 752: Child daycare facilities
California Assembly Bill 752 (AB 752), authored by Assemblymember Ávila Farías, aims to expand zoning and permitting protections currently granted to small and large family daycare homes to also include daycare centers that are collocated with multifamily housing or community amenities.
This bill would enhance access to childcare by removing zoning, permitting, and licensing obstacles that can delay or prevent the operation of daycare centers in high-need communities.
This item would adopt a resolution in support of Assembly Bill 752: Child daycare facilities.

Representatives from the San Diego Convention Center Corporation will provide a sales and marketing update to Committee Members.
Item 6 - 2025 State Affairs Update
Representative from the City’s state legislative consulting firm will provide an update on state legislation, the 2025-2026 budget, and the City’s advocacy objectives.
Item 7 - 2025 Federal Affairs Update
Representatives from the City’s federal legislative consulting firm will provide an update of federal legislative efforts, FY2026 appropriations, and federal executive actions.

Item 2 - Ordinance to Authorize a Contract Extension between the City of San Diego and Brycer, LLC
Second Amendment to an agreement between the City of San Diego and Brycer LLC, extending the term of the agreement through June 30, 2026.
The company provides the Fire-Rescue Department with an internet-based tool to track and drive code compliance and reduce false alarm activity. It provides a secure cloud-based environment where licensed contractors who test and maintain fire protection systems can submit their reports via Brycer’s web portal.

Item 3 - Contract Extension with Wittman Enterprises, LLC for Emergency Ambulance Transport Billing and Collection Services
This item would approve a First Amendment to the Cooperative Procurement Contract between the City and Wittman Enterprises, LLC to extend the term to June 30, 2026 and increase the not-to-exceed amount by $4,800,000 for a total Contract amount of $12,940,000.
With the transition to an Alliance Model EMS system, the City required emergency ambulance transport medical billing and collection services. These services are heavily governed by Federal and State laws.
Companies specializing in billing and collection adhere to best practices in medical billing compliance, thus minimizing risk to the City while protecting the rights of citizens. Companies specializing in billing also achieve increased collections rates.
Wittman has substantial experience with other California City/Fire Department ambulance billing programs. Wittman’s services include coordinating all new program requirements to successfully bill and collect from Medicare, Medi-Cal, VA, private insurance, patients, and all other eligible payers.
Item 4 - Authorization to enter into a Contract with Motorola Solutions, Inc. for the San Diego Police Department Computer Aided Dispatch (CAD) System
The Police Department uses a Computer Aided Dispatch (CAD) system for formatting events and dispatching police officers to emergency and non-emergency calls for service.
This action is to authorize the execution of a contract with Motorola Solutions, Inc. for a new CAD system in an amount not-to exceed $18,440,137 for a term of five years with five additional one-year options for a total term of ten years.

Item 5 - Aquatic Public Safety and Drowning Prevention
The month of May is Drowning Prevention Month. The Lifeguard Chief will provide an informational presentation on the Lifeguard Division and Aquatic Safety.
Item 6 - Annual Update on Your Safe Place - the San Diego Family Justice Center
The City Attorney’s staff at Your Safe Place – the San Diego Family Justice Center (YSP) works in collaboration with community partners to provide personalized, comprehensive services in a safe and confidential space for those experiencing domestic violence, teen dating violence, sexual assault, sex trafficking, family violence, strangulation, and older and dependent adult abuse.
This item is an annual informational update on YSP’s programming and how it meets survivors’ needs throughout the year. The item will discuss services provided, accomplishments, and future priorities.
Item 7 - Update on Sexual Assault Evidence Kits
This update was requested at the Public Safety Committee on April 23, 2025. The SDPD Crime Laboratory will present an update providing an overview of the completion of outsourced SAEKs and the progress of testing SAEKs in-house. In preparation for resumed in-house testing of SAEKs, the Forensic Biology Unit expanded laboratory space, refined analytical processes, increased staffing by one hundred percent, and streamlined training.

Item 2 - Proposed Fiscal Year 2026 City of San Diego Affordable Housing Fund Annual Plan
This item would approve the Proposed Fiscal Year 2026 City of San Diego Affordable Housing Fund Annual Plan Program Activity Allocation of $32,811,745 in anticipated funds (also included in the proposed FY 2026 San Diego Housing Commission Budget), of which $15,757,789 was approved in prior years, and the proposed Model Programs.
The Municipal Code requires SDHC to adopt an AHF Annual Plan for the use of the AHF revenues and prescribes parameters for the distribution of those projected revenues. The AHF Annual Plan must include a description of all proposed programs to be funded, intended beneficiaries and the allocation of anticipated funds.
Item 3 - Declare the City-owned property commonly known as the Old Central Library (OCL) located at 820 E Street, San Diego, CA (Property) “surplus land” pursuant to California Government Code sections 54220-54234 and authorize the release of the Property’s Notice of Availability (NOA) for sale or ground lease for redevelopment
This item would declare the City-owned real property commonly known as the Old Central Library located at 820 E Street, San Diego, CA, “surplus land” under the Surplus Land Act, California Government Code sections 54220-54234 (SLA), and authorize issuance of a Notice of Availability (NOA) of the Property for sale or ground lease for redevelopment.
Item 4 - Accessory Dwelling Unit (ADU) and Junior Accessory Dwelling Unit (JADU) Regulation Amendments to the San Diego Municipal Code and Local Coastal Program Amendment
The City Planning Department is bringing forward amendments to the City’s Accessory Dwelling Unit (ADU) and Junior Accessory Dwelling Unit (JADU) regulations to align the San Diego Municipal Code with state law and incorporate revisions requested by the California Department of Housing and Community Development’s (HCD).
The proposed amendments address ADU and JADU regulations, including minimum and maximum unit size, conversions, rental terms, the number of permitted units, the removal of tree requirements, setbacks, replacement parking and owner-occupancy requirements. The amendments also implement Senate Bill 1211 (Skinner, 2024), which establishes the number of ADU homes allowed on lots with existing or proposed multifamily structures, and Assembly Bill 1033 (Ting, 2023), which allows for the sale and conveyance of ADU homes.
The City Planning Department is also proposing amendments to ADU setback requirements in High and Very High Fire Hazard Severity Zones. The proposed amendments also include a modification to remove eligibility for the ADU Home Density Bonus Program in the RS-1-1, RS-1-2, RS-1-3, RS-1-4, RS-1-8, RS-1-9, RS-1-10 and RS-1-11 base zones that would remove approximately 25,698 acres from the program eligibility.
