Councilmembers will hear the mayor’s presentation of the Revised FY 2027 Proposed Budget at a 6 p.m. session to allow for as much public participation as possible. In the 2 p.m. session, they’ll hear the Q3 Budget Monitoring Report, an update of revenues and expenditures for funds with budgeted personnel expenditures.

Item 200 - Fiscal Year 2026 Third Quarter Budget Monitoring Report
The purpose of the Fiscal Year 2026 Third Quarter Budget Monitoring Report is to provide the City Council, and the public, with an update of revenues and expenditures for funds with budgeted personnel expenditures. The Department of Finance produces this report in collaboration with City departments and is developed using nine months of actual (unaudited) activity and projections for the remaining three periods through fiscal year-end.
This is an informational item only. A subsequent item will be presented to the City Council on June 9, 2026 requesting approval of requested authorities and recommendations for appropriations outlined in the Fiscal Year 2026 Third Quarter Budget Monitoring Report.
Item 201 - Presentation on the Status of Vacancies, Recruitment and Retention Efforts Per Government Code Section 3502.3.
California Government Code (Government Code) section 3502.3 requires a public agency to present the status of vacancies and recruitment and retention efforts during a public hearing each fiscal year, before the agency’s governing body adopts the annual, final budget for the fiscal year. During the hearing, the public agency must identify any necessary changes to policies, procedures, and recruitment activities that may lead to obstacles in the hiring process. Further, Government Code section 3502.3 states that the recognized employee organizations for the agency’s bargaining units are entitled to make presentations at the public hearing related to the status of vacancies and the recruitment and retention efforts for positions within the bargaining units.

This is an informational item only. The purpose of this item is to present the recommended revisions to the Fiscal Year 2027 Draft Budget (May Revision) and to provide the public with an opportunity to testify about the FY 2027 Draft Budget and May Revision at an evening meeting.
