The People's Business - May 17, 2021

Following a special meeting to hear public comment on the proposed FY 2022 budget, Councilmembers will hear a wide variety items at Tuesday’s City Council Meeting.  They’ll consider whether to extend urgency ordinances to allow certain businesses to operate outdoors, appeals for Historic Designation for homes and appropriations for Business Improvement District Budgets.

City Council Meeting – May 18, 2021

 

Councilmembers will enter the closed session at 9 a.m.  to address six items on that session’s agenda.  At approximately 11 a.m., they’ll address the items on the Open Session.

 

A whopping 18 items fill the consent agenda.  The items include an Urban Water and Water Shortage Contingency Plan, legal settlements and approving vendor contracts.  They also include include appointments to the Human Relations Commission, the San Diego County Water Authority’s Board of Directors, Commission for Arts and Culture and the San Diego City Employees Retirement System Board of Administration.

 

Elizabeth MalandCouncilmembers submitted eight ceremonial proclamations.   One of them recognizes Professional Municipal Clerks Week and honors the great work of our amazing City Clerk Liz Maland. 

 

Other proclamations include Bike Anywhere Week, PATH Affordable Housing Month, World Lupus Month, National Lyme Disease Awareness Month and Myositis Warrior Day.

 

 

FY 2022 Business Improvement District Budgets - Annual Appropriation Process (Item 331) – This item will confirm the budget reports and the collection of assessments for some specific Business Improvement Districts such as the City Heights Business Association or the Diamond Business Improvement District.  A vote on this item could also authorize the City’s Chief Financial Officer to appropriate and transfer funds accordingly.

 

Citywide Interim Urgency ordinances to Allow Temporary Outdoor Business and Service Operations (Item 334) – Councilmembers will vote to extend these interim ordinances to allow flexible permitting for business operations during the pandemic.  If approved, business will continue to be allowed to use sidewalks, street parking lanes and parking lots for another year or until the COVID-19 emergency ends.

 

 

UCSD LandRemoval of City Deed Use Restriction and Reversionary Rights from the UC San Diego La Jolla Campus Site (Item 330) – This resolution would remove restrictions a portion of land conveyed to UC San Diego by the City in the 1960’s.  The City imposed deed restrictions requiring that the land be sued for education and university purposes only, otherwise the land would revert to the City.  The Regents of the University of California has negotiated terms of development on nearly 44 acres allowing for technology research office space, high-end health clinical research space, intergenerational housing and wellness for retired faculty and extended stay lodging and conference center for UCSD Health patients.

 

ROW VacationFay Avenue and West Muirlands Drive Public Right-of-Way Vacation (Item 332) – This resolution would approve vacating an existing Public Right-of-Way.  The City of San Diego acquired the property for public street purposes in the 1950 and 1960’s to re-align Fay Avenue in La Jolla.  The vacation was initiated by City’s Real Estate Assets Department to remove street Public Right-of-Way status first and then offer the property for sale. There are no current developers or interested properties with plans for the parcel.

 

Appeal of the Historical Designation of the Florence Hotel Carriage House Located at 2004 4th Avenue and the Helen Bradish Spec House #1 Located at 328 Grape street (Item 333) – This item is a combined appeal of decisions by the Historical Resources Board give a historical resources designation to two homes:

  • The Florence Carriage House at 2004 4th Avenue
  • Helen Bradish Spec House #1 at 328 Grape Street
