Item 2 - Authorization to Execute a Contract with NRC Environmental Services, Inc. (ITB 10090459-26-S) to Provide as needed Jetting and Pipe Cleaning at Public Utilities Wastewater Treatment Facilities

This item requests authorization to execute a one (1) year contract with the option to renew four (4) additional one-year terms with NRC Environmental Services, Inc., in an amount not to exceed $4,441,148.39. This contract provides as needed, jetting and pipe cleaning at Public Utilities Department wastewater treatment facilities.

 

Item 3 - Pure Water – Fifth Amendment to the Agreement with Trussell Technologies, Inc. for Specialized Technical Support Services for North City Pure Water Facility and Demonstration Pure Water Facility (H186591)

The City entered into a five year sole source agreement with Trussell Technologies, Inc. for Specialized Technical Services for the North City Pure Water Facility and Pure Water Demonstration Facility in February 2018 for $4,860,000. In March 2023, the City entered into a Second Amendment extending the agreement to February 25, 2028 and increasing the not-to-exceed amount by $3,190,000 to a total of $8,050,000. 

The Public Utilities Department is proposing to amend the contract to increase the not-to-exceed amount by $6,650,000 to $14,700,000 and to extend the agreement for an additional three years to February 25, 2031.

 

Item 4 - Collection of Solid Waste Management Fee on County Tax Roll

On June 9, 2025, City Council approved a fee for City-provided solid waste management services, and on June 24, 2025, Council authorized collection of the fee on the County tax roll and adopted the Solid Waste Management Fee Report for Fiscal Year 2026. 

The Environmental Services Department is requesting that City Council consider and adopt the Solid Waste Management Fee Report for Fiscal Year 2027, which identifies the fees to be collected for each parcel on the 2026-2027 County tax roll. This action requires a two-thirds majority vote.

 

Item 5 - Water Rights Agreement Between the City of San Diego and the City of Poway 

The City of Poway and the City of San Diego Public Utilities Department previously entered into a Water Rights Agreement dated October 23, 1968 (1968 Agreement), to recognize the City’s prior rights and compensate the City for the City’s rain runoff that was intercepted by the construction of Poway’s Warren Canyon Dam. 

This action is to authorize the execution of a new Water Rights Agreement (Agreement) between the City and Poway to replace the 1968 Agreement. The new Agreement provides a method for calculating the value of the local rainwater runoff to be paid by Poway to the City on an annual basis and includes a provision for Poway to resolve all prior unpaid payments through a lump sum payment to the City.
