The Audit Committee meets to evaluate the performance of the City Auditor.  Public Safety Committee considers approval of numerous surveillance technologies including license plate reader technologies. Item 2 - Performance Audit of the City’s Key Performance Indicators

The Office of the City Auditor conducted a performance audit with three objectives:

  1. Determine if the City has achieved its Key Performance Indicator (KPI) targets for the past three years (FY2023–FY2025);
  2. Evaluate the control environment of the City’s KPI process with respect to City policies and government best practices; and
  3. Assess the relevance and timeliness of the City’s KPIs as determined by stakeholder feedback and the City’s Strategic Plan.

City Management agreed to all 5 recommendations.

This item requests request that the Committee accept the report and forward it to the City Council as an informational item.

 

Item 3 - Performance Audit of the Mission Bay and San Diego Regional Parks Improvement Funds, Fiscal Year 2024

City Charter Section 55.2 requires that the City Auditor report annually the extent and nature of the Mission Bay and the San Diego Regional Parks Improvement Funds' revenues, expenses, and improvements.

This item requests the Audit Committee accept the report and forward to City Council.

The San Diego Police Department (SDPD) seeks San Diego City Council approval for continued use of 54 surveillance technologies, including its Automated License Plate Reader (ALPR) system, pursuant to the Transparent and Responsible Use of Surveillance Technology Ordinance (TRUST Ordinance).

The TRUST Ordinance is designed to provide greater transparency to City Council and the public when the City uses or acquires any technology that meets the City’s definition of surveillance.

This annual update provides an overview of the SWD’s accomplishments in 2025 and a lookahead to 2026, including ongoing efforts to address impacts from the historic January 22, 2024, storm, preparation for the upcoming storm season and planned activities to achieve the SWD’s Strategic Plan goals.
