It’s a busy week with four committee meetings addressing a variety of topics. Rules Committee will consider proposed ballot measure submitted by the public. Community and Neighborhood Services will hear a Parks and Rec Equity report. Active Transportation and Infrastructure will consider a Residential Parking Permit Program. The Land Use and Housing Committee Meeting will hold a special meeting to consider updates to the Clairemont and College Area Community Plans.

Item 2 - Initial Committee Review of Ballot Measure Proposals for the June 2026 Election in accordance with Council Policy 000-21
Council Policy 000-21 establishes procedures for the submittal of ballot proposals to the City Council by members of the public, Councilmembers, the Mayor or mayoral departments, independent department directors, or a public agency.
This item is the initial discussion of proposed ballot measures submitted in accordance with Council Policy 000-21 by the October 24, 2025, deadline for consideration for the June 2026 primary election.
15 proposed ballot measures are under consideration for this item.
Item 3 - Establishing a new Council Policy regarding property-related fees
The City charges fees for property-related services, including fees for sewer, water, stormwater, and trash services. State law, including Proposition 218 (Prop 218), establishes requirements associated with imposing property-related fees.
The proposed Council Policy would identify Constitutional and state law requirements for imposing or increasing property-related fees, and provide clear, consistent guidelines for conducting cost-of-service studies, noticing public hearings, and Prop 218 proceedings.
The intent of this Council Policy is to promote transparency, public knowledge, and community involvement whenever the City of San Diego proposes to impose or increase property-related fees.
Item 4 - Amendments to Council Policy 000-21
Council Policy 000-21 establishes the procedures related to submission of ballot proposals to the City Council. The policy was last updated in 2021, and the proposed update would add section VI to the Policy Section of the document to strengthen transparency whenever a ballot measure proposal is being considered that has the potential to create or increase fees or rates.
The proposed amendments to Council Policy 000-21 includes a new Section that provides the opportunity for Council to consider requiring a cost-of-service study, or other relevant economic impact analysis, at the time the ballot measure proposal is being considered.
It would only apply to ballot measure proposals put forward by Councilmembers, the Mayor, mayoral departments, independent department directors, or a public agency.

This item is to present the Citywide Inclusive Public Engagement Guide, a resource that provides City staff with best practices for implementing effective and inclusive public outreach and engagement.
The City developed the Inclusive Public Engagement Guide to provide City staff with best practices for implementing inclusive public outreach and engagement. The primary goal of the Engagement Guide is to better serve the public, which includes community members, businesses and organizations, by including more voices in City decision-making.

Item 2 - Amici Park Contribution Agreement
The City Council is asked to consider approval of an ordinance authorizing the City’s signature of a Contribution Agreement (CA) (Attachment 1) between the City of San Diego and the Little Italy Association, a 501(c)(3) California public benefit corporation for improvements to Amici Park, an existing approximately 2.8-acre Neighborhood Park in the Downtown Community Plan area.
The Contribution Agreement provides for the construction of improvements to the existing Amici Park, located along the north side of West Date Street between State Street and Union Street in the Little Italy Neighborhood of Downtown. The Amici Park Improvements project is identified as Park Project No. P-4 in the Downtown Community Public Facilities Financing Plan.
Item 3 - An Ordinance authorizing the increase of the previously authorized award amount of the Construction Contract #K-23-2060-DBB by additional $2,000,000.00 to an amount not to exceed $46,000,000.00 and authorization to execute Construction Change Order #5 in an amount not to exceed $1,094, 494.01 with TC Construction Company for the La Media Roadway Improvements project S15018
This request is to authorize an increase to the construction contract # K-23-2060-DBB-3 award amount to amount not to exceed $46,000,000.00 and request for authorization to execute Construction Change Order #5 with TC Construction Company for the La Media Roadway Improvements project.

The CIP Mid-Year Budget Monitoring Report presents a semi-annual review and monitoring overview of the City’s CIP available allocations and key funding source activity. This includes a request for City Council to approve budget adjustments that supplement the City’s capital budgeting and internal monitoring processes.
This item would approve the Fiscal Year 2026 Capital Improvements Program (CIP) Mid-Year Budget Monitoring Report and CIP Budget Revisions.

Item 6 - Informational Presentation by San Diego Metropolitan Transit System (MTS)
The San Diego Metropolitan Transit System (MTS) has been integral to San Diego for over 135 years, providing vital transportation services to the community. MTS operates a fleet of nearly 1,000 vehicles, including all-electric trolleys and near-zero emission buses, promoting environmental benefits.
Representatives from MTS will provide an informational presentation on 2025 accomplishments, including the implementation of contactless payment, ridership trends, transit-oriented development, and transit improvements.
Item 7 - Fiscal Year 2025 Year-End State of the Capital Improvements Program (CIP) Report
The State of the CIP Report provides an update on the status of the City's CIP, general program statistics, and any significant changes to the CIP covering the period from July 1, 2024, to June 30, 2025.
The State of the CIP Report provides performance data regarding CIP expenditures, project schedules, community outreach, and contracting activity. The report highlights current trends and issues of importance to the City CIP.

Item 2 - College Area Community Plan Update and Associated Zoning Actions
This item would approve a comprehensive update to the College Area Community Plan. The update provides a policy framework for growth and development over the next 30 years.
Consistent with the General Plan City of Villages Strategy and the Climate Action Plan, the proposed College Area Community Plan Update balances employment, commercial, and residential uses within villages and along corridors supported by a multi-modal transportation system, public spaces and facilities.
Item 3 - Clairemont Community Plan Update and Associated Zoning Actions
This action requests the approval of the Clairemont Community Plan Update and associated General Plan Amendment, Morena Corridor Specific Plan Amendment, Balboa Avenue Station Area Specific Plan Amendment, Clairemont Height Limit Overlay Zone Amendment, and rezones, and the adoption of an Addendum to Program Environmental Impact Report (PEIR) SCH No. 2021070359 for the Clairemont Community Plan Update and the associated amended Mitigation, Monitoring and Reporting Program.
The Clairemont CPU provides a comprehensive policy framework for growth and development over the next 30 years.
Item 4 - Citywide Community Enhancement Overlay Zone and Removal of the Community Plan Implementation Overlay Zone for College Area and Clairemont Community Planning Areas
This item requests the approval of the Community Enhancement Overlay Zone and associated Municipal Code Amendments and Local Coastal Program Amendment.
The Community Enhancement Overlay Zone is a new citywide overlay zone with supplemental regulations intended for application in community-specific areas identified through community plan updates to provide public space and connectivity improvements within or adjacent to the public right-of-way.
