Item 330 – FY 2024 Annual Report on Development Impact Fees and Other City Planning Managed Funds with Various CIP Allocations
The Mitigation Fee Act (Gov. Code §§ 66000 et seq.) requires an annual report on Development Impact Fees (DIF) to be presented to the City Council. Specifically, the City is required to make certain information available to the public and establish certain findings related to DIF that have been in the account and unspent for five years or longer.
In compliance with these requirements, the annual DIF report is being presented to the City Council to satisfy the provisions of the Mitigation Fee Act for Fiscal Year 2024. In addition to a comprehensive report on DIF, this item includes a request for Council approval for appropriating DIF that has been in the accounts for over 5 years toward a list of specific Capital Improvement Projects, an update on Climate Equity Funds, and a report of other funds managed by the City Planning Department that are not considered DIF under the Mitigation Fee Act.
Item 331 – 8610 Genesee Avenue, Project No. PRJ-1121151, Process Five Decision
This project proposes an Easement Vacation for access rights, slopes, and drainage easements; a Tentative Map to increase the total number of lots from two (2) to thirteen (13); and an amendment to the Costa Verde Specific Plan (CVSP) to remove property identified for commercial/retail use from the Specific Plan.
The 12.6-acre project site is located at 8410, 8510, 8610, 8650, 8670, and 8750 Genesee Avenue, 4260 Nobel Drive, 4282 Esplanade Court and 8505 Costa Verde Drive. The project site is bordered by La Jolla Village Drive to the North, Genesee Avenue to the east, Nobel Drive to the south, and Costa Verde Boulevard to the west. The area is located between Interstate 5 which is 0.75 miles to the west, and Interstate 805 which is 1.25 miles to the east.
The current zoning for the project site is RMX-3. The purpose of the RMX zone is to provide a mix of uses with a focus on residential as the primary use. The current use regulations for the project site are governed by the CVSP, which conflicts with the RMX zoning.
The CVSP designates the project location for commercial/retail use and does not allow for residential use. The conflict will be resolved through the amendment to the CVSP, which will remove the proposed project site from the CVSP.

This item would approve the revised Fiscal Year 2026 Section 8 Housing Choice Voucher Administrative Plan and the revised Admissions and Continued Occupancy Policy for Public Housing.
The U.S. Department of Housing and Urban Development (HUD) requires all public housing authorities to adopt a written administrative plan that establishes local policies for the Section 8 Housing Choice Voucher program administration. The plan must state HUD-mandated policies and the public housing authority’s policies in those areas where the public housing authority has discretion to establish local policy.
San Diego Municipal Code Section 98.0301(d)(3) authorizes SDHC to adopt guidelines for the administration of programs previously approved and funded by the Housing Authority. On December 7, 1999, the Housing Authority approved Resolution HA-1036 (Attachment 5), which delegated authority to the SDHC Board of Commissioners (Board) to approve future administrative changes to the Section 8 Housing Choice Voucher Administrative Plan that do not affect selection preferences as approved by the Housing Authority.
