The Audit Committee hears a report about user fees from the City’s General Fund.  The Rules Committee will consider proposed ballot measures for 2022 and the steps toward in-person or partially in-person Council and committee meetings.

City AuditorItem 1 - Performance Audit of the City’s General Fund User Fees - The City collects approximately $22 million per year in user fees for over 500 General Fund programs and activities, ranging from permit fees for police-regulated businesses to fees for recreational activities.  The objectives of this audit were to determine whether the City’s General Fund user fees have been regularly and appropriately adjusted as required by Council Policy 100-05, as well as to determine whether the City consistently and accurately identifies City services that require establishment of a user fee.

 

Item 2 - Performance Audit of the IT Service Delivery Effectiveness

 

Item 3 - The Office of the City Auditor’s Recommendation Follow-Up Report - The Administration and City departments have continued to make progress towards implementing open audit and investigative recommendations.  During this reporting period, the Administration and City departments implemented 35 of the outstanding recommendations. Additionally, we issued five reports and added 25 new recommendations, and the Administration and City departments agreed to implement all of the new recommendations.

Item 1 - Receive Update on COVID-19 Response Reopening Plan, and Adopt a Resolution Authorizing Teleconferenced Public Meetings Pursuant to Government Code Section 54953 – The Rules Committee will consider future in-person City Council, committee and other meetings amid the pandemic.

 

Item 2 – Amend the Administrative Code of the San Diego Municipal Code (SDMC) to update the list and descriptions of City departments

Item 3 – Initial Committee Review of Ballot Measure Proposals per Council Policy 000-21 - This item is the initial discussion of all proposed ballot measures that were submitted in compliance with the Council Policy by the October 18, 2021 deadline.  The Committee will decide which, if any, of the proposals will advance to a second Committee discussion.
