Item 330 – Approval of the Child and Youth Plan Update
The City’s Child and Youth Plan (CYP), 2024-2026, was developed through community engagement and adopted by City Council in July 2024. The CYP created an intentional roadmap for the City of San Diego to support children, youth, and families, in partnership with community partners, public agencies, schools, and other stakeholders.
The Update clarifies that the CYP is a Citywide plan. Although implementation will be led by the Office of Child and Youth Success, collaboration among various City departments as well as City leadership is critical to carrying out the strategies included herein and to realizing the goals and objectives outlined. Additionally, OCYS is poised to develop and strengthen partnerships with other regional agencies, education partners, and community partners to support Citywide efforts across all departments.
This item requests that the City Council adopt the Child and Youth Plan Update.
Discussion Items — to be heard at the 2 p.m. session
Item 331 – Adjustments to Water and Wastewater Rates in Accordance with the Cost of Service Studies and Proposition 218
This item is to discuss and vote on the proposal to increase water and wastewater rates to cover capital and operational costs of the Water and Wastewater Systems, including estimated San Diego County Water Authority (SDCWA) charges for water purchases as outlined in the 2025 Water and Wastewater Cost of Service Studies.
The City Council held a public hearing on September 30, 2025 to hear and count protests from the public and the discussion was continued until October 28.
