Committee Meeting Agenda

Item 1 – Approval of Committee Minutes

Item 2 - Amendment to the San Diego Municipal Code Chapter 2, Article 2, Division 26 to Update City Clerk and Department Directors' Records Management Responsibilities

The Office of the City Clerk proposes amending San Diego Municipal Code Chapter 2, Article 2, Division 26: Procedures Governing the Management of City Records. Specifically, this amendment updates §22.2603 and §22.2604 to establish formal, reciprocal coordination requirements between the City Clerk and Department Directors regarding records management compliance, systems, and operational changes.

The Office of the City Clerk is responsible for the development and update of the Records Management Policy and the pertinent procedures governing city records. To ensure comprehensive records management compliance across the City, updates are required for both the City Clerk's and individual Department Directors' responsibilities under SDMC Chapter 2, Article 2, Division 26. The proposed amendments introduce specific mandates for cross-departmental alignment.

Item 3 - Updates to the Rules of Council

The Rules of Council within the San Diego Municipal Code provide the framework for City Council and committee meetings. Based on his experience as Council President, Council President Joe LaCava is proposing several changes to match the code with existing practices, to allow for additional flexibility, and to clean up language that is no longer necessary.

Item 4 - Informational Presentation on Addition of Classified Employees who File Form-700 Statements of Economic Interests to the Commission’s Jurisdiction Pursuant to City Auditor Recommendation 1 from the Hotline Investigation of Gifts Received by City Employee Report

This matter relates to City Auditor’s Recommendation 1 from the Hotline Investigation of Gifts Received by City Employee report (Recommendation), which proposes that employees in classified service who file Statements of Economic Interests (SEIs) be added to the Ethics Commission’s jurisdiction for education and enforcement.

If implemented, the Recommendation will require the Commission to provide training, advice services, and enforcement for nearly 1,000 additional employees, representing a 65% increase in the Commission’s regulated community. The Recommendation can be implemented only if the Commission receives adequate funding to undertake the additional work required.
