The big topic in this week’s sole committee meeting focuses on the People’s Ordinance (no relation to this blog).   It’s an ordinance passed over 100 years ago.  In its current form, it mandates trash collection with no fees for single family homes but residents in apartments, condos and gated communities must hire private companies for trash collection.

Environment Committee Meeting - October 7, 2021 – 1 p.m.


Committee Chair Sean Elo-Rivera leads the meeting with three items on the agenda.


 


Item 1 - First Amendment to the Agreement for As-Needed Invasive Weed Management Services with Black Sage Environmental, Inc. to authorize additional funds and to include required grant language (RFP 10089624-20-V)


 


Trash BinsItem 2 – Presentation by the Independent Budget Analyst: Analysis of the Fiscal Impact of the People’s Ordinance – In response to a memorandum from Councilmember Elo-Rivera, the Office of the Independent Budget Analyst (IBA) conducted an analysis of the fiscal and policy impacts of what is known as the “People’s Ordinance”.  The People’s Ordinance, originally passed by voters in 1919, governs the provision of City provided refuse collection.  The IBA assessed the cost to General Fund in FY 2022, the cost over next five years and the last five fiscal years.  The IBA will also present other analysis of the People’s Ordinance impact on the City’s Budget.


 


Street TrafficItem 3 – Presentation by the Rocky Mountain Institute: Impact of Land Use on Vehicle Miles Traveled and Greenhouse Gas Emissions -  Representatives from the Rocky Mountain Institute will present on the impacts of land use on vehicle miles traveled and greenhouse gas emissions and how cities can reduce vehicle miles traveled through policy. Rocky Mountain Institute is an independent, non-partisan, non-profit organization of experts across disciplines working to accelerate the clean energy transition and improve lives.
