We honor those who lost their lives in the 9/11 terror attacks 25 years ago, and those who became ill and died from their efforts in the aftermath of the attacks. On Monday, Councilmembers will consider a construction contract for the El Camino Bridge project in the norther part of the city. They will also consider a resolution urging the California Legislature and the Governor to restore local control and authority governing autonomous vehicles operations.

Item 200 - Award a construction contract with Skanska USA Civil West California district Inc, for the El Camino Real to Via De La Valle (1/2 Mile) project
An Ordinance authorizing the Mayor or his designee to execute a 111 month construction and long-term maintenance and monitoring contract with Skanska USA Civil West California District Inc, for the CIP S-00856, El Camino Real to Via De La Valle (1/2 Mile); and in CIP L-23001.1, El Camino Real Pipeline North, in an amount not to exceed $57,397,332.00.
The El Camino Real to Via De La Valle (1/2 Mile) project will upgrade and relocate the existing El Camino Real Road from Via de la Valle to San Dieguito Road. The narrow and aging El Camino Real bridge that has been deemed seismically vulnerable (functionally obsolete and structurally deficient) will be replaced with a new crossing that includes bike and pedestrian facilities.
The project is proposing to re-align the street to the east and elevate the roadway out of the 100-year floodplain. The re-aligned road will now intersect at the existing Via de la Valle and De la Valle Place intersection which is proposed to be signalized as part of this project.
Item 201 - A Resolution to Demand Local Control and Protect Public Safety and Workers in the Deployment of Artificial Intelligence and Autonomous Vehicles
This resolution urges the California Legislature and Governor to restore local control over autonomous vehicle (AV) passenger service operations, supports state and federal legislation protecting drivers from AI/AV-related job displacement, and calls on AV operators to work cooperatively with the City on public safety, noise, curbside, and data privacy standards.
Thousands of San Diegans earn their living through taxicab, rideshare, transportation network company, and delivery driving. These jobs support economic mobility for local families and are a vital part of the City's transportation network and economy.
As AV and AI technologies rapidly expand nationally, the City has an interest in ensuring this innovation does not come at the expense of workers, public safety, ADA accessibility, or local infrastructure. San Diego should demand that this technology deliver real benefits to the people who live here, not just profits to the corporations deploying it.
Item 202 - Desert View Drive Public Right-of-Way Vacation – Project No. PRJ-1138629
This item would approve all actions necessary to vacate excess public right-of-way intended for street purposes, located adjacent to 5915 Desert View Drive and 5897 Desert View Drive in the Residential Single Unit-1-2 zone within the La Jolla Community Plan and Local Coastal Program Land Use Plan area.
The 1,002.32-square-foot portion of excess public right-of-way proposed to be vacated is located adjacent to 5915 Desert View Drive and 5897 Desert View Drive within the La Jolla Community Plan and Local Coastal Program Land Use Plan area. In 1960, Tract Map No. 4473 dedicated portions of Lots 230 and 231 as "Reserved for Future Street" to accommodate a potential future street connection. The proposed street was never constructed, and the area has remained undeveloped and unused for street purposes for more than 60 years.
The proposed Public Right-of-Way Vacation will remove the remaining excess public right-of-way associated with the former street deviation, which is no longer required for street purposes and will not adversely affect the existing public street network or access to adjacent properties.
Item 203 - Appeal of the Hearing Officer (Process Three) Decision of the 10509 Vista Sorrento Parkway – Project PRJ-1062368
This item is an Appeal of the Hearing Officer’s decision to approve the 10509 Vista Sorrento Parkway Project for a Coastal Development Permit, Neighborhood Development Permit, Site Development Permit, and a Public Service Easement Vacation of a Sewer, Water, Drainage and Public Utilities Easement.
The permits would be for the demolition of an existing four-story building and associated site improvements and the construction of a four-story, 112,400-square-foot office building, a 189,795-square-foot six story parking garage, and associated site improvements.
It would also include the vacation of an existing four-foot-wide, 4,313.76-square-foot Sewer, Water, Drainage and Public Utilities Easement on a 5.58-acre site located at 10509 Vista Sorrento Parkway within the Mira Mesa Community Plan area.
The scope of the subject hearing only includes the appeal of the Project. Though the appellant in the submitted appeal form selected the type of appeal as “Appeal of the Project” and “Appeal of the Environmental Determination,” a 15162 Consistency Determination is not an environmental determination that is subject to appeal under the San Diego Municipal Code (SDMC).
