Item 2 - Ordinance Establishing A Cryptocurrency ATM Warning Sign Requirement
This item requests adoption of an ordinance establishing a cryptocurrency ATM warning sign requirement in the City of San Diego.
Cryptocurrency ATMs are electronic information processing devices that can accept or dispense cash in exchange for a digital financial asset. They resemble traditional bank ATMs and are commonly found in grocery stores, gas stations, and corner stores.
In response to the rise in cryptocurrency scams and presence of cryptocurrency ATMs in San Diego, this action requests adoption of an ordinance that requires cryptocurrency ATM owners and operators to post a sign informing users of the risk of cryptocurrency scams. Further, businesses hosting a cryptocurrency ATM are responsible for ensuring that a City-created warning sign is posted on any cryptocurrency ATM on the premises. The warning sign will include a link that includes scam stopping information and resources to report scams.
Item 3 - Amendment to the San Diego Municipal Code, Master Records Schedule, and City Clerk Administrative Guidelines to rename the Master Records Schedule to Municipal Retention Schedule and update the Municipal Retention Schedule
The Office of the City Clerk proposes revising the defined term for the City’s Master Records Schedule to the Municipal Retention Schedule. Use of the term Municipal explicitly defines the city-wide jurisdiction and authority.
The Office of the City Clerk is responsible for the development and update of the Records Management Policy, the development and circulation of pertinent policies and procedures, and the maintenance and oversight of the Master Records Schedule (MRS). This item would approve changing the name of this document to the Municipal Retention Schedule and the revised MRS which is a comprehensive citywide retention schedule that categorizes record series by business function.
Item 4 - Adopting Findings under SB 707 to Allow Certain City Boards and Commissions to Meet Remotely
SB 707 modernized the Ralph M. Brown Act by restructuring teleconferencing rules and strengthening accessibility and public participation standards, with most provisions taking effect on January 1, 2026. For City advisory boards and commissions, the bill’s most significant change is expanded flexibility for members of qualifying subsidiary bodies to participate remotely without having to publicly notice and open each remote location, provided that an in-person meeting location is available to the public, and standardized teleconferencing rules are met.
This item would adopt a resolution authorizing 20 eligible boards and commissions to meet remotely.

Item 2 - Authorization to Enter into a Contract between the City of San Diego and UR International, Inc. to provide Tow Management and Dispatching Software
The San Diego Police Department is requesting approval to authorize the execution of a contract with UR International, Inc. for the software application and management of the Computer Operated Towing Dispatch Center for the towing services provided by third-party contracted Licensed Tow Providers (LTP) and Licensed Impound Providers (LIP).
The contract would be for a term of three years, with two additional one-year options to renew, for a total not-to-exceed term of five years. This is a cost neutral program as the cost of UR International, Inc. services is offset by the Tow Dispatch Fee collected on behalf of the City by Licensed Impound Providers from registered owners. This contract is for the implementation of a new software application for a tow. dispatch system, custom interfaces, maintenance, and other services to support this critical public safety system.
Item 3 - Amendments to Chapter 5, Article 11 of the SDMC relating to the adoption of the 2025 California Fire Code
Following the City Council’s January 2026 adoption of the 2025 California Fire Code and 2025 California Wildland-Urban Interface Code, the San Diego Fire-Rescue Department submitted Ordinances O-22042 and O-22043 to the California Building Standards Commission (CBSC) as required by state law.
The CBSC fully accepted the City’s adoption of the San Diego WUI Code and partially accepted the San Diego Fire Code, requesting revisions to Municipal Code section 511.1207 (c) and (d) to ensure compliance with state law.
Separately, the San Diego Fire-Rescue Department (SDFD) identified an unrelated technical correction needed in section 511.8201, which this Ordinance also addresses without making substantive policy changes
Item 4 - Amendments to San Diego Municipal Code Section 22.3004 Relating to Contractor Standards
This item would ask the Office of Councilmember Stephen Whitburn to work with the City Attorney’s Office, the Independent Budget Analyst, and appropriate City departments to further develop amendments to the San Diego Municipal Code Section 22.3004 Relating to Contractor Standards.
The Office of Councilmember Stephen Whitburn is proposing amendments to San Diego Municipal Code section 22.3004, relating to contractor standards. The amendments are intended to strengthen the City’s policies relating to contractor labor practices, employee compensation and benefits, workplace conditions, and compliance with applicable laws when evaluating certain City contracts.

This item is a presentation by United Association Local 230. Representatives will share updates on the latest initiatives and strategies to strengthen regional landfill capacity, along with solutions and innovations that have proven successful nationwide.
The Miramar Landfill is currently estimated to reach capacity and close by 2031. If this reality is not addressed, the City faces significant potential challenges to our finances and environmental goals. At the same time, the landfill creates significant opportunity for revenue and innovative climate action.
