Consent Agenda
Three items comprise the Consent Agenda including appointments and reappointments to the Board of Library Commissioners and Community Forest Advisory Board.

Item 603 – Informational Item Regarding the Fiscal Year 2026 Consolidated Annual Performance and Evaluation Report (CAPER) for U.S. Department of Housing and Urban Development (HUD) Programs
This informational item will provide the City Council with a summary of the Fiscal Year 2026 Consolidated Annual Performance and Evaluation Report (CAPER), which highlights the projects and programs the City implemented during the period of July 1, 2025, through June 30, 2026, using funds from the following federal sources: Community Development Block Grant (CDBG) program, HOME Investment Partnerships Program (HOME), and Emergency Solutions Grants (ESG) program.
Item 604 – Updates to Council Policy 000-10 “Council Meeting Rooms, Display Area, and Facility Use Policy”
Council Policy 000-10, “Council Meeting Rooms, Display Areas, and Facility Use Policy,” establishes policies governing the use of Council meeting facilities, audio and visual media, commemorative flags, and display areas within the City Administration Building.
This item proposes amendments to Attachment A of the Council Policy to provide greater flexibility in the display of the Progress Pride Flag and the Juneteenth Flag when the City Council considers proclamations recognizing Pride Month, LGBTQ+ History Month, or Juneteenth prior to the beginning of the designated commemorative month.
The proposed amendments authorize the display of the applicable commemorative flag during the City Council meeting at which the proclamation is presented while preserving the existing month-long display periods established by the Council Policy.
