Item 200 - Rescinding Council Policy 100-18 & Allocating Funds to the Transportation Department for Expedited Delivery
Increased development and growing parking demand in several parts of the City, as well as the evolution of parking management practices and tools, has created the need to modernize City parking management policies.
This need led to the adoption of the Comprehensive Parking Reform Package at City Council last June, which included amendments to Council Policy 100-18 (Community Parking District, CPD), among other items.
Since then, additional review of the community parking districts program has highlighted significant issues that demonstrate the program is not delivering the intended outcomes, and the proposed actions will allow for expedited implementation of community investments via CPD funding.
This item would rescind Council Policy 100-18. The Chief Financial Officer would be authorized to increase revenue and expenditure appropriations in General Fund business area 2116 in an amount not to exceed $1.8 million for reimbursable parking expenditures.
Item 201 - Authorize the Use of City Forces for CIP Project Sidewalk Replacement Group 2530 – UC & M (B26003) and Amend Appropriations in the FY 2026 Budget for Transportation Department
This item would authorize City Forces to complete CIP AIK00003, Sidewalk Repair & Replacement (B26003 Sidewalk Replacement Group 2530 - UC & M) and expend Capital Improvement Program budget in an amount not to exceed of $1,900,000.00 for City Forces Work related expenses. This action is also requesting to increase appropriations in the General Fund for the Transportation Department by $1,900,000 which are supported by an increase in revenue from the billable work performed as Transportation staff enhances support for sidewalk replacement services.
Item 202 - Public Right-of-Way Vacation for a Portion of Beech Street – Project No. PRJ-1090972
This item would adopt a Public Right-of-Way Vacation for an unimproved 3,038-square-foot, 60-foot-wide portion of the Beech Street public right-of-way located west of Parrot Street, adjacent to 1504 Parrot Street and 3698 Cactusview Drive within the City Heights neighborhood of the Mid-City Communities Plan.
No development or site improvements are proposed, and Beech Street does not exist on either side of this isolated portion of right-of-way. There are no sensitive biological resources located within the project site. The site is currently unimproved and does not contain utility easements within the area to be vacated. The vacated portion of Beech Street would revert to the abutting parcels’ underlying fee owners.
