Item 330 – Second Amendment to City of San Diego Percentage Lease (Interim Sports Arena Lease) with Midway Rising Venue Management, LLC for City-Owned Real Property Located at 3500 Sports Arena Blvd. San Diego, CA 92110
Approval of a Second Amendment to the City of San Diego Percentage Lease with Midway Rising Venue Management, LLC (Lessee), for the City-owned real property located at 3500 Sports Arena Boulevard (Midway Site) to provide for the continued interim operation of the existing Sports Arena while the City and Midway Rising work towards the planned redevelopment of the Midway Site.
The proposed Second Amendment extends the Interim Sports Arena Lease through December 4, 2031, to maintain arena operations while the Midway Rising redevelopment advances through negotiation and approval processes.
The Amendment continues the existing rent structure, including annual 3% rent increases, ticket revenue payments to the City, and percentage rent provisions. It also provides greater flexibility for minor, non-structural improvements while maintaining City oversight of major alterations. Administrative updates are included, and the lease will terminate upon closing of a future redevelopment ground lease, if approved and executed.
Item 331 – 40th Street & El Cajon Boulevard Right of Way Vacation – Project No. PRJ-1147743
This item would approve a Public Right-of-Way Vacation to vacate a portion of an existing public street and a portion of an unnamed alley totaling 0.10 acres in the Central Urbanized Planned District Commercial Transitional (CT)-2-4 and CUPD-Central Urbanized (CU)-2-4 zones of the Central Urbanized Planned District within the Normal Heights neighborhood of the Mid-City Communities Plan area.
The 0.10-acre project site is within the public right-of-way, located generally south of 4344 40th Street and north of El Cajon Boulevard. The Interstate 15 (I-15) southbound off-ramp to El Cajon Boulevard borders the site to the east, separated by concrete walls.
An existing alley runs along the west side of the project site, and two vacant, undeveloped parcels are adjacent to the proposed area to be vacated (see Figure 1). Residential development is to the north and west, with commercial properties to the south.
