We return from Legislative recess with two committee meetings. Economic Development and Intergovernmental Relations considers loan agreements for three affordable housing projects that build and preserve hundreds of units of deed restricted housing. Land Use and Housing will consider the next steps in establishing an affordable housing preservation fund.

Item 1 – Approval of Committee Minutes
Item 2 - Approval of Brown Field Airport Master Plan and Preferred Alternative and Certification of the Program Environmental Impact Report for the Brown Field Airport located in Otay Mesa
This item would adopt a resolution approving the Brown Field Municipal Airport (SDM) Master Plan, a 20-year development roadmap that outlines phased airside and landside improvements, infrastructure upgrades, historic preservation strategies, and a robust redevelopment framework.
Item 3 - Mercado Apartments - Assignment, Assumption and Amendment to Loan Documents
The proposed Assignment, Assumption and Amendment of City Loan, by and among the City of San Diego, Metropolitan Area Advisory Committee on Anti-Poverty of San Diego County, Inc., a California nonprofit public benefit organization and MAAC Mercado LP, will facilitate the rehabilitation of 132 existing affordable Mercado Apartments and the construction of 92 additional affordable apartments at 2001 Newton Avenue in the Barrio Logan Community Plan Area.
Once complete, the Project will provide 222 one-, two-, and three-bedroom apartments for affordable households earning 30% to 60% of Area Median Income (AMI). Approval of this action will advance the City’s affordable housing goals by preserving 132 existing units, adding 92 new units and extending affordability for 55 years.
Item 4 - Approval of an Affordable Housing Loan Agreement with 73rd Street Investors, L.P., in an amount of $3,000,000 for the 73rd Street Apartments Affordable Housing Project
The proposed Loan Agreement between the City of San Diego and 73rd Street Investors, L.P., a California limited partnership, provides a loan for the 73rd Street Apartments affordable housing project in an amount of $3,000,000.
The Project is located on County-owned land located at 5001 73rd Street, in the College Area Community Plan. The Project will include the new construction of 120 residential apartments, including 119 one-, two- and three-bedroom apartments affordable on a long-term basis for small to large family households earning between 30% to 60% of the Area Median Income (AMI).
Other funding sources will provide financing and supportive services for 30 of the affordable apartments for persons who are experiencing or at-risk of homelessness. The Developer plans to apply for financing sources in the summer of 2025, and tax credits in early 2026. If successful, construction could begin in the fourth quarter of 2026.
Item 5 - Approval of an Affordable Housing Loan Agreement with Market Street Senior Housing, L.P., in an amount of $5,000,000 for the Market Street Apartments Affordable Housing Project
The proposed Loan Agreement between the City of San Diego and Market Street Senior Housing, L.P., provides a loan for the Market Street Apartments affordable housing project for senior citizens in an amount of $5,000,000.
The Project is located on County-owned land located at 4588 Market Street, in the Chollas View neighborhood of the Encanto Community Plan Area. The Project will include the new construction of 138 residential apartments, including 137 one-bedroom apartments for senior households, affordable on a long-term basis to households earning between 30% to 60% of the Area Median Income (AMI).
The Developer plans to apply for financing in the fall of 2025, and tax credits in early 2026, and if successful, could begin construction in the fourth quarter of 2026.

Mayor Gloria proposes to elevate Marseille, France, from Friendship City to Sister City status, building on a vibrant relationship that has grown steadily since 2021. Marseille and San Diego share significant commonalities as dynamic port cities with thriving life sciences, maritime, and sustainable energy sectors.
This elevation reflects the strong community partnerships fostered by local organizations such as the House of France, San Diego International Sister Cities Association, and the French-American Chamber of Commerce, which have actively supported cultural and economic exchanges.

This informational item will provide the City Council with a summary of the Fiscal Year 2025 Consolidated Annual Performance and Evaluation Report (CAPER), which highlights the projects and programs the City implemented during the period of July 1, 2024, through June 30, 2025, using funds from the following federal sources: Community Development Block Grant (CDBG) program, HOME Investment Partnerships Program (HOME), and Emergency Solutions Grants (ESG) program.
Item 9 - Childcare in San Diego: Progress and Next Steps
This information item provides an update on the state of childcare in San Diego, highlighting both the latest research on youth well-being and the City’s collaborative progress through the San Diego County Child Care Blueprint (CCBP). Together, these efforts outline where San Diego currently stands, and the steps needed to ensure all children and families have equitable access to quality care.

Item 2 - Authorize the First Amendment to the Pipeline Installation and Maintenance Agreement (PIMA) dated August 19, 2015, between the City of San Diego and the United States of America, acting by and through the Department of the Navy
This item proposes a First Amendment to the Pipeline Installation and Maintenance Agreement dated August 19, 2015, between the City of San Diego and the United States of America, acting by and through the Department of the Navy to accommodate a realignment of two segments of the underground jet fuel line which runs from Naval Base Point Loma to Marine Corps Air Station Miramar.
Item 3 - Approval of Next Steps to Establish a San Diego Affordable Housing Preservation Fund
This item would recommend that the City Council of the City of San Diego approve staff’s recommendations to establish an affordable housing preservation fund.
Item 4 - Factory Built Housing
The Development Services Department convened a Factory-Built (Manufactured) Housing Working Group to identify lessons learned from review and inspection, best practices, and potential process improvements.
The Working Group focused on submittal requirements, permit process and inspections. Opportunities for Factory-Built Affordable Housing and Complete Communities Projects were discussed and how coordination among Development Services Staff and an applicant can streamline the review and construction process. The result of the Working Group will be an updated Factory-Built Housing Information Bulletin published September, 2025.
