Commission on Police Practices

Complaint Submitted

Thank you for submitting your complaint form with the Commission on Police Practices (CPP)! Your complaint is ready to go through the intake process. Your complaint will now be forwarded to the San Diego Police Department’s Internal Affairs Unit (IA) where a decision will be made as to whether it will be a Category I or Category II case. The Internal Affairs Unit will make one of the following decisions:

  1. If Internal Affairs determines that your complaint is a Category I complaint (force, arrest, discrimination, slur, and/or criminal conduct), it will be investigated by Internal Affairs and reviewed by the CPP.
  2. If Internal Affairs determines that your complaint is a Category II complaint (procedure, service, courtesy and/or conduct), it will be forwarded to the Division Captain where the incident took place. The Division Captain will forward that complaint to the Officers’ Supervisor. The Officers’ Supervisor will be responsible for the review, investigation, and disposition of that complaint.
  3. If Internal Affairs determines that your complaint includes a Category II allegation in conjunction with a Category I complaint, it will be investigated by Internal Affairs and reviewed by the CPP.

Those complaints that are investigated by Internal Affairs will be forwarded to a CPP team for review as soon as the investigation is complete. Once the CPP team completes its review of your case, your case will be placed on a meeting agenda and the CPP team will present their review of your case to the entire Board. After your case is deliberated by the CPP, the CPP Chair will send you a disposition letter notifying you of the outcome.

Please note that if your complaint does not involve a member of the San Diego Police Department, your complaint will be forwarded to the correct jurisdictional agency. If this occurs, you will be notified in writing.
