Susan St. John

General Counsel
Susan St. John serves as General Counsel to the City of San Diego Commission on Police Practices, where she advises the Commission on its oversight responsibilities, governance, administrative proceedings, public records, and other legal and regulatory matters.
Susan brings more than 20 years of legal experience in public-sector law, litigation, administrative hearings, compliance, privacy, governance, and executive legal advising. Before joining the Commission, she served as Assistant General Counsel and Privacy Officer for the San Diego City Employees’ Retirement System, where she advised leadership on complex legal, regulatory, governance, privacy, and risk matters and represented the agency in administrative proceedings and appeals.
Her civilian oversight experience includes prior service as Chair and a member of the San Diego County Citizens’ Law Enforcement Review Board, where she participated in the review of law-enforcement investigations, public complaints, policy issues, and matters involving governmental accountability and public trust.
Earlier in her career, Susan served as a Deputy District Attorney in Washoe County, Nevada, a judicial law clerk for the Las Vegas Justice Court, a civil litigation attorney, and an undergraduate criminal justice instructor.
Susan has presented at national conferences on privacy and information-governance issues and previously served as Chair of the local chapter of the International Association of Privacy Professionals.
Susan earned her Juris Doctor from Santa Clara University and a Bachelor of Science in Business Administration from the University of Nevada, Las Vegas. She is admitted to practice law in California and Nevada and is a Certified Information Privacy Manager. In her role as General Counsel, she supports the Commission’s commitment to fair, transparent, and independent civilian oversight.
