Councilmembers will consider the following proclamations:

Item 600 – Assistant Fire Chief James Gaboury Day

Item 601 – Alwin Benjamin Holman Day

Item 602 – National Blood Donor Month

Item 612 – Coastal Data Information Program 50th Anniversary Day

Item 614 – Hanukkah 2025

Consent Agenda

There are 14 items on the Consent Agenda, including adoption of updates to the California Fire Code and Wildland-Urban Interface Code. They also include appointments to the Senior Affairs Advisory Board, Municipal Golf Committee, and Human Relations Commission.

Discussion Items — to be heard at the 1 p.m. session

Item 609 – College Area Community Plan Update and Associated Zoning Actions

This item would approve a comprehensive update to the College Area Community Plan. The update provides a policy framework for growth and development over the next 30 years.

Consistent with the General Plan City of Villages Strategy and the Climate Action Plan, the proposed College Area Community Plan Update balances employment, commercial, and residential uses within villages and along corridors supported by a multi-modal transportation system, public spaces and facilities.

Item 610 – Clairemont Community Plan Update and Associated Zoning Actions

This action requests the approval of the Clairemont Community Plan Update and associated General Plan Amendment, Morena Corridor Specific Plan Amendment, Balboa Avenue Station Area Specific Plan Amendment, Clairemont Height Limit Overlay Zone Amendment, and rezones, and the adoption of an Addendum to Program Environmental Impact Report (PEIR) SCH No. 2021070359 for the Clairemont Community Plan Update and the associated amended Mitigation, Monitoring and Reporting Program.

The Clairemont CPU provides a comprehensive policy framework for growth and development over the next 30 years.

Item 611 – Citywide Community Enhancement Overlay Zone and Removal of the Community Plan Implementation Overlay Zone for College Area and Clairemont Community Planning Areas

This item requests the approval of the Community Enhancement Overlay Zone and associated Municipal Code Amendments and Local Coastal Program Amendment.

The Community Enhancement Overlay Zone is a new citywide overlay zone with supplemental regulations intended for application in community-specific areas identified through community plan updates to provide public space and connectivity improvements within or adjacent to the public right-of-way.
