Item 331 – Approve a Resolution Authorizing the Approved 54 Surveillance Use Policies to Remain in Effect Under the TRUST Ordinance with Modifications as Identified

The San Diego Police Department (SDPD) seeks San Diego City Council approval for continued use of 54 surveillance technologies, including its Automated License Plate Reader (ALPR) system, pursuant to the Transparent and Responsible Use of Surveillance Technology Ordinance (TRUST Ordinance).

The TRUST Ordinance is designed to provide greater transparency to City Council and the public when the City uses or acquires any technology that meets the City’s definition of surveillance. The TRUST Ordinance, codified in San Diego Municipal Code Chapter 2, Article 10, Division 1, requires that for each technology previously approved by City Council, City Departments must:

  • Submit to the Privacy Advisory Board (PAB) and to the City Council by February 1 of each year an Annual Surveillance Report (Annual Report) that discusses new surveillance technology and existing surveillance technology approved on or after January 1 of the prior year.
  • The Annual Report provides additional, necessary updates to the surveillance technology approved in prior years.
  • This annual reporting requirement continues as long as the surveillance technology is used
