Councilmembers will consider a proposal to begin charging for parking at Balboa Park. They’ll also vote on approval of the FY 2027 City Council Budget Priorities which will provide frame the budget discussion for the coming year.

Consent Agenda
There are 22 items on the Consent Agenda. They include items agreements between the City and employee unions, and settlement of two lawsuits against the city.

Item 330 / FA1 – Authorization for the Public Facilities Financing Authority of the City of San Diego Sewer Revenue Bonds
This item would approve a resolution will authorize the Public Facilities Financing Authority of the City of San Diego to issue its long-term 2026A Sewer Revenue Bonds to finance the wastewater system Capital Improvement Program projects, including paying the outstanding sewer revenue bonds, in an aggregate principal amount not to exceed $250 million and the execution of related financing documents and actions.
Item 331 – FY 2027 City Council Budget Priorities
Per the City Charter, the first step for the City Council in the City’s annual budget process is the development of the annual Budget Priorities Resolution. This annual resolution has been approved by the City Council each year since 2006.
IBA Report 25-32 includes the FY 2027 City Council Budget Priorities that have been determined by the Office of the IBA based on the process outlined in that report. On November 5, 2025 IBA Report 25-32 was presented to the Budget & Government Efficiency Committee, which recommended Council accept the report with one modification: to include all expenditure priorities supported by four Councilmembers in the FY 2027 Budget Priorities Resolution.
Item S505 – Update to Balboa Park Paid Parking User Fees for Special Event and Parking Passes
At the request of the Mayor and City Council, the Parks and Recreation Department, in collaboration with the Office of the City Treasurer and the Transportation Department, developed an implementation framework for a paid parking program within Balboa Park.
The program is designed to improve parking management, support long-term financial sustainability, and enhance the overall visitor experience. On September 15, 2025, the City Council approved new parking rates for on-park roads and lots within Balboa Park for both residents and non-residents, contingent upon the launch of a resident portal and the availability of new annual and quarterly parking passes. This item brings forward the annual and quarterly passes as requested by the City Council.
