Item S502 – Contract Extension with Ace Parking for Balboa Park Tram Services

This item would authorize a Second Amendment to the Contract with Ace Parking III, LLC. This amendment increases the not-to-exceed amount of the original agreement by $2,800,000 for an additional two-year period through December 19, 2027, for a total contract amount of $6,128,500 for Balboa Park Tram Services.

Item 331 – Proposed Amendments to Council Policy 200-15, Increasing the Loss of Revenue Fee for Valet Zones, Increasing the Streetary Permit Fee , and an Informational Update on Progress of Parking Reform Items

This item would adopt fee adjustments for valet parking zones and streetaries for the purpose of recovering costs incurred by the City of San Diego in providing services, goods, or regulation. Proposed User Fee adjustments would be effective upon the City Council’s approval.

Increased development and growing parking demand in several parts of the City, as well as the evolution of parking management practices and tools, has created the need to modernize City parking management policies. This need led to the adoption of the Comprehensive Parking Reform Package at City Council last June.

The City has completed many of the parking implementation tasks that were assumed to be implemented as part of the Fiscal Year 2026 budget, and this item will provide an update on those tasks. The June Parking Reform Package included amendments to Council Policy 200-15. Since then, feedback and safety concerns from permittees warranted the need to revisit Council Policy 200-15. In addition, there is a need to update City fees related to valet permits and streetaries to align with new curb space management policies and impacts to parking.

 

Item 332 – Proposed Response to Grand Jury Report – “Never Been Challenged, City of San Diego Development Impact Fee Program Redux”

The referenced Grand Jury report includes nine findings and thirteen recommendations, of which all are directed to both the Mayor and City Council.

The proposed joint Mayoral and Council response in IBA Report 25-33 covers these findings and recommendations. This item was discussed at the Active Transportation and Infrastructure (ATI) Committee on October 23, 2025, and the Committee recommended the proposed response be moved forward to full Council for approval.

The City’s response is due to the Presiding Judge of the San Diego Superior Court by November 26, 2025.
