Item 200 - Fiscal Year 2025 Year-End Financial Performance Report
The purpose of the Fiscal Year 2025 Year-End Financial Performance Report (Year-End Performance Report) is to provide a detailed comparison between unaudited revenue and expenditure activity through the end of FY 2025 and the respective projections included in the Fiscal Year 2025 Third Quarter Budget Monitoring Report.
Per City Council Budget Policy (Policy No. 000-02), quarterly reports are presented to the Budget and Government Efficiency Committee and the City Council each fiscal year. This report is integral to the budget process as it provides transparency to the City of San Diego’s (City) budget and finances and delivers critical data for informed decision-making.
Item 201 - Master Lease Agreement to Finance General Fund Vehicles and Equipment and Solid Waste Management Fund Refuse and Recycling Bins
This item would approve the form of and execution of the Agreement under Equipment and Vehicle Financing Program, in an amount not-to[1]exceed $82.0 million, with Banc of America Public Capital Corp to finance: essential fleet operations vehicles, and carts.
Additionally, it would declare the City’s official intent to use funds made available from the lease-purchase agreement to reimburse itself for eligible expenditures advanced by the City; and to authorize the Mayor, Chief Operating Officer, the Chief Financial Officer or their designees to take any other necessary actions to consummate this transaction.
Item S400 - Waiver of Council Policy 100-18 Community Parking District for Fiscal Years 2026 and 2027, and Allocation of 2026 Funds to the Transportation Department
This item would approve waiving Council Policy 100-18 through June 30, 2027.
Increased development and growing parking demand in several parts of the City, as well as the evolution off parking management practices and tools, has created the need to modernize City parking management policies.
This need led to the adoption of the Comprehensive Parking Reform Package at City Council last June, which included amendments to Council Policy 100-18 (Community Parking District, CPD), among other items.
Since then, additional review of the community parking districts program has highlighted significant issues that demonstrate the program is not delivering the intended outcomes, and the proposed actions will allow for expedited implementation of community investments via CPD funding.
Item S401 - Approve Termination Agreement Related to the 1983 Corporation Grant Deed Between Ocean Industries, Inc. and City of San Diego; Approve First Amendment to Surf Sports Percentage Ground Lease for Property Located on the Corner of El Camino Real and Via de la Valle, Del Mar, CA 92014; Waive Portions of CP 700-10; Determine that the Proposed Actions are Exempt Under CEQA.
The City of San Diego has negotiated two separate agreements related to the uses at the Surf Cup/Polo Fields site.
Those agreements include:
- A Termination Agreement to remove Exhibit B to 1983 Corporation Grant Deed between Ocean Industries, Inc. and the City, filed in the Office of the County Recorder of San Diego County as Document Number 382984 on October 24, 1983
- A First Amendment to City of San Diego Percentage Ground Lease by and between the City and Surf Sports, LLC.
Staff’s recommendation is to terminate the existing use restrictions through a Termination Agreement to simplify interpretation and enforcement of the lease and to minimize the constant threat of litigation over the use restrictions.
It is important to note that removing the 1983 grant deed restrictions does not mean the City will increase the number of large events held on the property each year.
