There are 21 items on the Consent Agenda, including several second readings of items passed in previous council meetings. They also include appointments and reappointments to the Consolidated Plan Advisory Board, Privacy Advisory Board, Accessibility Advisory Board and an application to name Marseille France as a Sister City to San Diego.

Item 330 – Authorization for the Public Facilities Financing Authority of the City of San Diego Lease Revenue and Lease Revenue Refunding Bonds, Series 2025A and Public Facilities Financing Authority of the City of San Diego Lease Revenue Refunding Bonds, Series 2025 (Ballpark Refunding) Preliminary Official Statements
Based on market conditions as of August 2025, the total proceeds projected to be received from the 2025 Lease Revenue Bonds issuance will be approximately $670 million, providing $465 million of new money to finance various General Fund capital improvement projects and equipment; approximately $200 million to refund the outstanding 2015A Bonds, 2015B Bonds, 2018 Bonds, and 2020 Bonds; and approximately $3 million to pay the financing costs of issuance.
This item would authorize the form and distribution of the Preliminary Official Statements (the “POS”); and the execution, delivery, and distribution of the Official Statements (the “OS”) in relation to the sale of the Public Facilities Financing Authority of the City of San Diego Lease Revenue and Lease Revenue Refunding Bonds, Series 2025A (“2025 Lease Revenue Bonds”), and the Public Facilities Financing Authority of the City of San Diego Lease Revenue Refunding Bonds, Series 2025 (“Ballpark Refunding Bonds”).
The POS is a document that provides information about the City, the Public Facilities Financing Authority of the City of San Diego (the “PFFA”), the 2025 Lease Revenue Bonds, and the Ballpark Refunding Bonds that potential investors would require for the bond sale.
Item 331 – Coastal Resilience Master Plan and Programmatic Environmental Impact Report
The Coastal Resilience Master Plan is an implementation action of Climate Resilient SD, the City of San Diego’s climate adaptation and resilience plan, aimed at addressing the growing risk of coastal flooding and erosion. Sea levels in the region are projected to rise significantly this century and storm surges and extreme tides are already impacting our coastline.
The City of San Diego is prioritizing a nature-based solution approach, where feasible, to mitigate risks, protect vital ecosystems and enhance community resilience. The Coastal Resilience Master Plan is informed by the City’s Sea Level Rise Vulnerability Assessment, as well as the latest science and state guidance.
This item would adopt the Coastal Resilience Master Plan.
