We enter the last week of meetings before the holiday recess, and it features special meetings on Tuesday and Wednesday. In Monday’s meeting, Councilmembers will hear a presentation from SDG&E on existing and future customer rates. They’ll also hear the First Quarter Budget Monitoring Report and the Five-Year Financial Outlook to get a look at the current financial picture and plan for the future.

Item 200 - SDG&E 2025 Presentation on Gas & Electric Rates
As a component of the Electric and Gas Franchise agreements, San Diego Gas & Electric and the City of San Diego also executed an Energy Cooperation Agreement outlining actions and initiatives that they would partner on that did not fall within the specific scope of the franchises. One of these actions is an annual presentation to City Council on “current and forecasted average electric rates for all customer classes.” The Council will hear a presentation from SDG&E on existing and future customer rates.
Item S400 - Fiscal Year 2026 First Quarter Budget Monitoring Report
The purpose of the Fiscal Year 2026 First Quarter Budget Monitoring Report is to provide the City Council and the public with a first look at the projected fiscal performance for the new fiscal year. The Department of Finance produces this report in collaboration with City departments and focuses on select revenue and expenditure projections.
Item S401 - Fiscal Year 2027-2031 Five-Year Financial Outlook
The City of San Diego Fiscal Year 2027-2031 Five-Year Financial Outlook Report is a long-range fiscal planning guide and serves as the framework for the development of the Fiscal Year 2027 Adopted Budget for the General Fund. The purpose of the report is to provide an outlook of the City’s General Fund finances over the next five years as forecasted.
Item S402 - Authorization to enter into and sign a Cooperative Procurement Contract with Genuine Parts Company doing business as (d.b.a.) NAPA Integrated Business Solutions for the purchase of Vendor Managed Inventory and Logistics Management Solutions for Fleets and Facilities
The Fleet Operations Division operates and maintains a fleet of approximately 5,100 vehicles and equipment to support all City of San Diego services and is responsible for the maintenance, repair, acquisition, and replacement of the City’s fleet.
This item would authorize execution of a Cooperative Procurement Contract with Genuine Parts Company d.b.a. NAPA Integrated Business Solutions for the purchase of Vendor Managed Inventory and Logistics Management Solutions for Fleets and Facilities on an as-needed basis, for a term beginning on December 30, 2025 and extending through December 3, 2028, with up to two additional one-year options to renew, which may be exercised at City’s sole and absolute discretion subject to the restrictions in San Diego Charter section 99.
Funding in the amount of $56,922,551 is requested, which includes an additional 10% contingency for the purchases required through the end of the contract term.
