Item 700 – Approval of the Updated 2025-2026 City of San Diego Legislative Platform.
Every year, the state and federal governments propose and adopt new laws. The Government Affairs team monitors state and federal legislation to act and respond to proposed laws that impact the City and its residents.
To help frame our advocacy efforts at the state and federal level, the Government Affairs team develops an annual Legislative Platform to outline policy and legislative priorities. The document is drafted with input from the Mayor's Policy and Government Affairs staff, the City Council, City Attorney, Independent Budget Analyst, local partner agencies, and community stakeholders.
Item 701 – Approval of First Amendment to Federal Legislative and Executive Branch Lobbying Contract, Consent to Assignment Agreement, and Conflict of Interest Waiver with Holland and Knight LLP and Manatt, Phelps & Phillips LLP
This item would approve the First Amendment to the Federal Legislative and Executive Branch Lobbying Contract and Consent to Assignment Agreement to transition the City’s federal lobbying contract from Holland and Knight LLC (H&K) to Manatt, Phelps & Phillips LLP for the remainder of the existing contract term. This includes the approval of a Conflict of Interest Waiver for Manatt.
Item 702 – Confirming the Selection of a Council President Pro Tem, Standing Council Committee Assignments, and Appointment of Councilmembers to the Audit Committee for Calendar Year 2026
This item includes three actions:
- Adoption of a resolution confirming the selection of a Council President Pro Tem.
- Adoption of a resolution confirming the appointments of Councilmembers to the standing Council Committees.
- Adoption of a resolution confirming the appointments of two Councilmembers to the Audit Committee.
Per the Municipal Code and City Charter, the Council President is responsible for nominating appointees to the positions.
Item 703 – Confirming the Appointments of Mayor Todd Gloria and Councilmembers to Outside Organizations for Calendar Year 2026
This item would adopt a resolution confirming the appointments of Mayor Todd Gloria and Councilmembers to outside organizations for calendar year 2026.
Each year, the City appoints elected officials to serve as representatives, alternates and liaisons to various outside boards, commissions, committees, and governmental agencies. As section 265(b)(12) of the City Charter provides, the Mayor has the sole authority to appoint City representatives to boards, commissions, committees and governmental agencies, unless controlling law vests the power of appointment with the City Council or a City official other than the Mayor.

Item HA 2 – San Diego Housing Commission Semi-Annual Grant Report January 1, 2025, through June 30, 2025
This report has been prepared in response to the Housing Authority of the City of San Diego Resolution Number HA-1569, which provides SDHC authority for a number of grant-related activities and requires semi-annual reporting of all grant activity.
It includes information about SDHC activity related to competitive grants, non-competitive grants and allocations, and grant funds passed through from the City of San Diego during the second half of Fiscal Year 2025 (January 1, 2025 – June 30, 2025).

Pursuant to San Diego Housing Commission (SDHC) Lending Authority Policy No. 600.101, SDHC prepares quarterly reports that provide the following information.
