Item 3 - Exemption of one (1) Program Coordinator position in the City of San Diego from Classified Service

This item would authorize execution of a Cooperative Procurement Contract with Genuine Parts Company d.b.a. NAPA Integrated Business Solutions for the purchase of Vendor Managed Inventory and Logistics Management Solutions for Fleets and Facilities on an as-needed basis, for a term beginning on December 30, 2025 and extending through December 3, 2028, with up to two additional one-year options to renew, which may be exercised at City’s sole and absolute discretion subject to the restrictions in San Diego Charter section 99.

Funding in the amount of $56,922,551 is requested, which includes an additional 10% contingency for the purchases required through the end of the Contract term.

 

Item 5 - Approval of Contract with Klear.ai for a Risk Management Information System (RMIS) Software as a Service (SaaS) Solution

This action requests authorization to execute a contract with Klear.ai for a Risk Management Information System (RMIS) Software as a Service solution with a total not-to-exceed amount of $3,935,428.24. The term of the contract is five years with five additional one-year options.

The new software solution will replace the Workers’ Compensation, Long-Term Disability, Public Liability, and Loss Recovery claims management and administration system known as iVos, which has been in use for over 20 years.

It will also provide new system support for safety incident management and tracking, insurance policy management, and risk analytics, which are currently manual processes with little system support.

The Public Utilities Department (PUD) Fiscal Year 2027-2031 Five-Year Financial Outlook provided to guide long-range planning, inform the financial plan for a cost-of-service study and serve as the framework for the development of the FY 2027 Proposed Budget for the Water and Sewer Revenue Funds.

The purpose of this report is to provide an overview of the PUD’s long-range financial needs and to guide programmatic decisions.

Item 2 - Adoption of the 2025 California Fire Code, 2025 California Wildland-Urban Interface Code & Associated Municipal Code Amendments

On April 22, 2021, the Fire-Rescue department entered into a 5-year contract with Lexipol, LLC formerly known as Cordico, Inc.

The City of San Diego Fire-Rescue Department seeks to approve the First Amendment with Lexipol, LLC, which will allow the continued use of the Lexipol (Health and Safety) App. This First Amendment will extend the term of the contract with Lexipol, LLC for an additional five years and two months in an amount not to exceed $167,500.

Item 6 - Public Safety First Responders of the Year

The Public Safety Committee will recognize outstanding work by first responders from the San Diego Police Department and the San Diego Fire-Rescue Department. This item is a presentation by the Center on Policy Initiatives regarding the state of wage theft in San Diego. Representatives will share insights on wage theft and provide recommendations to Committee.

Wage theft is one of the most widespread and underreported forms of economic harm facing working people in San Diego. While often treated as isolated incidents, research shows it is occurring at a scale that rivals — and in some sectors exceeds —other forms of theft.

This presentation by the Center on Policy Initiatives will provide new insights into scale, patterns, and local impact of wage theft in San Diego, including recommendations to strengthen enforcement and improve worker protections.
