Item 30 – TransFamily Support Services 10th Year Anniversary Day
This item recognizes TransFamily Support Services for its steadfast support for transgender and nonbinary youth and their families.
Consent Agenda
There are 20 items on the Consent Agenda including reappointments to the San Diego City Employee Retirement System Board and the acceptance of a cash donation from Price Philanthropies to increase the hours of operation for the City Heights swim center.

Item 330 – Resolution in Support of Assembly Bill 1127: Stop the Spread of DIY Machine Guns
Assembly Bill 1127 is a common-sense gun safety measure that aims to protect communities from preventable tragedies caused by dangerous and easily modifiable firearms.
The bill prohibits the future sale in California of semi-automatic pistols that can be easily converted into illegal machine guns using devices such as “Glock switches.”
These small devices, often made of plastic or metal, can transform a semi-automatic pistol into a machine gun capable of firing up to 1,200 rounds per minute, creating extreme danger to the public due to the high firing rate and lack of controllability.
This item would adopt a Resolution supporting California Assembly Bill 1127.

Item 331 – Appeal of the Historical Designation of the W.C. and Irene Everett Building (HRB Site #1470) Located at 3093-3095 El Cajon Boulevard
This is an appeal of the Historical Resources Board decision to designate the W.C. and Irene Everett Building (HRB Site #1470), located at 3093-3095 El Cajon Boulevard, as a historical resource.
If the designation is affirmed, the property owner will be required to maintain and improve their property consistent with the City’s Historical Resources Regulations. Under the regulations, development that retains the resource and incorporates new construction consistent with the U.S. Secretary of the Interior’s Standards for Rehabilitation can be approved with a building permit.
Development that proposes demolition or substantial alteration of the designated historic resource requires a Site Development Permit. The resource is a 777 square-foot building located on the far northeast corner of an otherwise vacant 5,385 square-foot lot.
Item 332 – Klauber Development - Project No. PRJ-0693289
This item would approve a tentative map and development permits for the site at 1362 Klauber Avenue in the Encanto Neighborhoods Community Plan Area.
The project would subdivide four existing lots into twenty-five lots for the construction of twenty-three single-dwelling units, a privately-owned and maintained dog park, and two private drives located on a 5.66-acre site.
Memorandum MS 59 prepared by the Office of the City Attorney (Subject: Legality of Footnote 7 in San Diego Municipal Code Table 131-04D and Proposed Amendment) dated January 22, 2025 states that “in this instance, development applications deemed complete for housing and subdivision developments in areas utilizing Footnote 7 have a vested right to continue to rely upon Footnote 7 and the City is prohibited from applying new ordinances, policies, and standards. As such, any repeal or amendment to Footnote 7 cannot apply to any developments currently in process that have been deemed complete.”
