Item 200 - City Council Consideration of the Proposed Standard Operating Procedures for the Commission on Police Practices Under San Diego City Charter Section 41.2 and Direction to the City’s Management Team for Labor Relations

recommends that the Council make the necessary policy determinations related to the proposed Operating Procedures and direct the City’s management team for labor relations to engage in collective bargaining as required by the MMBA, which is the state law that governs collective bargaining for public agencies, like the City.

Municipal Code section 26.1107(a)(1) requires the Commission to establish operating procedures for its governance and the Commission’s investigatory proceedings. This section requires that all operating procedures prepared by the Commission must be consistent with all applicable laws, including the Charter, the Ralph M. Brown Act, the California Public Records Act, and all laws, rules, regulations, and collective bargaining agreements between the City and its recognized employee organizations that provide rights to City employees. Further, the Commission’s initial operating procedures and any amendments must be approved by the Council, by resolution, before the operating procedures take effect.

 

Item S400 - Proposed Amendments to Chapter 8, Articles 2 and 6 of the Municipal Code, and Council Policies 100-18, 200-4, and 200-15, and a Fee Update Resolution Relating to General Parking Regulations, Traffic Movement and Control, Residential Parking Programs and Valet Parking

This Comprehensive Parking Reform Package includes amendments to Chapter 8 of the Municipal Code, Council Policies 100-18, 200-04, 200-15, and an update to City fees.

These proposed amendments include adjustments to minimum/maximum parking rates to allow for dynamic pricing, improve parking availability and reduce congestion. It also includes changes to Residential Permit Programs and Community Parking Districts spending.
