Item 200 - Confirming the Appointment of Rolando Charvel as the Chief Financial Officer (CFO) for the City of San Diego
This item would confirm the appointment of Rolando Charvel as the Chief Financial Officer for the City of San Diego effective November 4, 2025.
Section 39 of the San Diego City Charter establishes the position of Chief Financial Officer (CFO) as the City’s chief fiscal officer, appointed by the Mayor and confirmed by the City Council for an indefinite term. The CFO serves until a successor is appointed and qualified. Under the Charter, the CFO is responsible for overseeing the City’s financial management, treasury, risk management, and debt management functions. The CFO supervises all accounts and ensures that the financial transactions of every City department are properly recorded on forms approved by both the Mayor and City Council.
The CFO plays a central role in preparing the City’s annual budget under the direction of the Mayor and must provide the Mayor and City Council with monthly financial reports detailing revenues, expenditures, and the City’s overall fiscal condition.
Additionally, the CFO must certify the availability of funds before any contract or obligation involving public funds is executed, ensuring that appropriations are sufficient and unencumbered.
Item 201 - Approve a resolution to set a Public Hearing date for the Creation of Underground Utility Districts for University Heights 02 and Encanto 09 and Certification of the Final Environmental Impact Report (EIR) (EIR No. 675395/SCH No. 2018101037) for the Utilities Undergrounding Program
This item requests a public hearing date to be set to create new Underground Utility Districts for University Heights 02 (UHTS-02) and Encanto 09 (ENCO-09) and discuss the certification of the Final Environmental Impact Report (EIR) (No. 675395/SCH No. 2018101037) for the Utilities Undergrounding Program, in accordance with the San Diego Municipal Code, Undergrounding Utilities Procedural Ordinance.
In accordance with San Diego Municipal Code (SDMC), Chapter 6, Article 1, Division 5, Underground Utilities Procedural Ordinance, in order to create Underground Utility Districts for University Heights and Encanto, a public hearing date must be set and noticed in advance.
This action will set the date for the public hearing to consider formation of the subject districts which will authorize undergrounding of all overhead utilities within the designated Districts. The boundary maps and legal descriptions of the proposed districts are included as supporting materials.
Item S400 - Consideration Of The Due Process And Safety Ordinance And Directing The City's Management Team For Labor Relations To Engage In The Required Process Under The Meyers-milias-brown Act
The proposed ordinance establishes clear, constitutional safeguards to ensure City of San Diego property, personnel, and funds are not used for unauthorized or discriminatory enforcement activities, aligning local practices with state law and expanding rights for San Diegans.
It requires a judicial warrant for access to non-public City facilities; limits City participation in enforcement actions targeting residents based on protected personal characteristics and activities; aligns City practices with state law on federal enforcement cooperation and data privacy, applying those practices to protect a broader group of San Diegans; and extends equivalent protections to City contractors, lessees, and grantees.
The ordinance builds upon California’s legal framework, including the California Values Act (Gov. Code §7284.6), the TRUTH Act (Gov. Code §7283.1), and California privacy laws, to expand the protections afforded under state law.
Additionally, it codifies in City law long-acknowledged constitutional protections now under threat by the Trump Administration and increasingly complicit Supreme Court majority.
