Two Committees meet this week. The Public Safety Committee holds a special meeting where they’ll consider overtime pay for certain unrepresented Fire Department employees during emergency deployments outside of their jurisdiction. The Select Committee on Addressing the Cost of Living will hear about a proposed ordinance requiring fee transparency from landlords.

Item 2 - First Amendment to the Cooperative Contract between the City of San Diego and Motorola Solutions, Inc. for 60000024-25-E, RMS Mobile Records Management System

The San Diego Police Department requests approval to execute the First Amendment to the contract with Motorola Solutions, Inc. for PremierOne Records Management System to increase the contract amount by $960,000 for a total not-to-exceed amount of $3,954,236.

This will allow for the addition of CommandCentral Responder, which enables record creation using a mobile phone. The Department would like to acquire this add-on to improve the report data entry experience for officers in the field and enable the transition to an e-citation process.

 

Item 3 - Resolution Authorizing Regular Rate Overtime Compensation for Out-of-Jurisdiction Emergency Deployments with Reimbursable Personnel Costs

This action authorizes the San Diego Fire-Rescue Department to pay regular rate overtime to certain salaried unrepresented employees (Fire Chief, Assistant Fire Chief, Deputy Fire Chief, Lifeguard Chief, and Marine Safety Captain) while on deployment for out-of-jurisdiction emergency responses.

Such payment will facilitate the SDFD seeking full reimbursement of personnel costs when responding to incidents under the California Fire Assistance Agreement.

 
Item 4 - Analysis of civilian positions to maximize the San Diego Police Department’s (SDPD) civilian and sworn resources

The Office of the City Auditor released its Performance Audit of San Diego Police Department’s Overtime, in February 2024, that made four recommendations that the Department agreed to implement.

This report from the Police Department analyzes Recommendation 2.1 from the Performance Audit which states: The San Diego Police Department should conduct an analysis of how many Police Investigative Service Officers or similar civilian positions would be necessary to maximize civilian and sworn resources and present this analysis to the appropriate City Council committee.

Item 2 - Residential Rental Price Gouging, Fee Exploitation, and Cost Transparency Ordinance
