Item 330 – Proposed Response to Grand Jury Report – “The Gaslamp Enforcement Team Needs the Community’s Help!”
On May 27, 2025, the San Diego County Grand Jury filed a report, titled “The Gaslamp Enforcement Team Needs the Community’s Help.” This report outlines concerns about public safety, staffing shortages, and community trust in the Gaslamp Quarter, including a call for expanded daytime bicycle patrols and enhanced community engagement.
The report includes three findings and five recommendations, of which one recommendation (recommendation #5) is directed to both the Mayor and City Council. The proposed joint Mayoral and Council response covers the three findings and five recommendations applicable to the City of San Diego.
The City’s response is due to the Presiding Judge of the San Diego Superior Court by November 21, 2025.
Item 332 – 2947 E Street Right-of-Way Vacation PRJ-1087644.
The project proposes a public right-of-way vacation to vacate a 4,749-square-foot (0.11-acre), 80-foot-wide portion of the public right-of-way of E Street between 29th Street and 30th Street and the associated public improvements to construct a cul-de-sac with curb, gutter and a sidewalk along with a new public storm drain, in the RM-2-5 (Residential-Multiple Unit) zone within the Greater Golden Hill Community Planning Area.
A public right-of-way vacation of this portion of E Street with public improvement conditions was previously approved by the City Council of San Diego on May 12, 2009, by Resolution Number R-304895 and recorded as Document No. 2009-0258582. However, that approval expired in 2012 when the conditions were not fulfilled. The current project seeks vacation of the same area.
