Item 2 - Office of the City Auditor’s Recommendation Follow-Up Report

The Office of the City Auditor’s Recommendation Follow-Up Report provides the status of open recommendations as of June 30, 2025. The intent of this report is to keep the Audit Committee informed about the implementation status of City Auditor recommendations.

 

Item 3 – Agreed-Upon Procedures Related to the Central Stores Physical Inventory – Fiscal Year 2025

San Diego Municipal Code §22.0501 requires an annual inventory review of the City’s Central Stores. The City Auditor hired Crowe LLP (Crowe) to conduct the Agreed-Upon Procedures Related to the Central Stores Physical Inventory for Fiscal Year 2025.

The proposed action is for the Audit Committee to accept the report.

 

Item 4 – City Auditor’s Monthly Activity Report

This Monthly Activity Report provides information about the Office of the City Auditor’s activities in July, August, and September 2025. This includes audit reports issued, the status of current audit projects, and a list of planned audits that have not yet started

Item 1 – Appointment of a Public Member Applicant to the Audit Committee Steering Committee

The Screening Committee to the Audit Committee is composed of the Audit Committee Chair, the Independent Budget Analyst, and two outside financial experts (public members). The two outside financial experts are appointed by the other members of the Screening Committee and confirmed by the City Council. One of the two outside financial expert seats is currently vacant, and Ms. Courtney Ruby has applied to serve in this open seat of the Screening Committee. The Screening Committee will determine the applicant’s qualifications and recommend qualified candidates to be considered by the City Council for appointment to the Audit Committee Screening Committee.

Economic Development and Intergovernmental Relations Committee Meeting – October 8, 2025 – 2 p.m.

Item 1 – Approval of Committee Minutes

 

Item 2 - First Amendment to the Consulting Agreement with Parkeology LLC, formerly Katherine Clark, for artist consulting services for creation of an original, site-specific public artwork for Mira Mesa Community Park Public Art Project Phase II (H197094)

This action authorizes the First Amendment to the Consulting Agreement (H197094) with Parkeology LLC, formerly Katherine Clark (Artist) to provide artist consulting services for the creation of a site-specific public artwork (Project) for the Mira Mesa Community Park Phase II project.

The Artist has completed the design of the Project, and fabrication has begun. There have been protracted delays with the Mira Mesa Community Park Phase II project, including a rebidding process for construction. Since the Project is to be sited within the Mira Mesa Community Park project, the Project has also been delayed. The estimated project completion has increased due to the expenses incurred to accommodate the delays.

This First Amendment provides a time extension for continued artist consulting services and an increase in compensation to complete the Project. The First Amendment will also modify the schedule of work and the payment schedule.

 

Item 3 - Annual Recommendation on Council Discretionary Portion of Transient Occupancy Tax

San Diego Municipal Code (SDMC) outlines the permitted use of the 10.5-cent TOT (Transient Occupancy Tax): 5.5 cents go to the General Fund, 4 cents to the TOT Fund for promoting the City, and 1 cent to the TOT Fund as Council discretionary.

Per Council Policy 100-03, the City Council shall issue an annual recommendation to the Mayor on its preferred use of the 1 cent of the 10.5 cent (equal to 9.52%) of TOT, outlined in SDMC Section 35.0128(b) within the annual budget.

The recommendation is issued by the Economic Development and Intergovernmental Relations (ED&IR) Committee, and is then forwarded to the Budget and Government Efficiency (B&GE) Committee for consideration.

 

Item 4 - 2025 State Legislative and Budget Update

Representatives from the City’s state legislative consulting firm will provide an update of legislative efforts and budgetary actions from the 2025 session. This an informational item.

Item 5 - 2025 State of California - Housing and Land Use Legislative and Budgetary Updates

Representatives from the City’s state legislative consulting firm, Mayor’s office and City planning department will provide an update on state legislative and budgetary actions impacting land use and housing issues.

Item 6 - The 2025 Annual Report on Homes

The 2025 Annual Report on Homes provides an overview of home permitting data from calendar year 2024, including the City's progress on meeting regional housing needs identified in the General Plan’s Housing Element, recent home permitting trends, the use of home incentive-based programs and information on home permitting by community planning area.

The 2025 Annual Report on Homes also documents housing trends in building permit activity and addresses the City’s efforts to affirmatively further fair housing.
