Item S500 – Performance Audit of the City’s Grants Program

The City of San Diego’s (City’s) FY2026–2030 Five-Year Financial Outlook projects a $1.5 billion shortfall in City funds from FY2026 through FY2030. This highlights the need for additional sources of funding to support essential services and programs.

The Office of the City Auditor conducted a performance audit:

  1. Determine if the City is competitive in planning for and pursuing grant funding
  2. Determine if the City’s policies and processes for grant research and application are followed and align with industry best practices

The Office of the City Auditor will report its findings and recommendations.

 

Discussion Items — to be heard at the 2 p.m. session

Item 330 – Consideration of Nominees for Appointment to the Commission on Police Practices

This item is the consideration of appointments to the Commission on Police Practices. There are currently seven vacant seats for consideration. For the categories where there are more nominees than vacancies, the City Council will appoint through a balloting process.

These appointments are subject to completion of the post-appointment process, including completion of the criminal history background check and the Council President’s determination that each appointee is qualified under the requirements in San Diego Municipal Code sections 26.1103 and 26.1105.

 

Item S509 – Hospitality Minimum Wage Ordinance for Certain Workers at Hotels, Event Centers, and Amusement Parks, Within the Geographic Boundaries of the City of San Diego and Related Amendments to the Living Wage Ordinance

This item proposes the City of San Diego Hospitality Minimum Wage Ordinance, which would establish an hourly minimum wage of $25 following four-year phase-ins that begins on July 1, 2026, for workers at hotels, event centers, and amusement parks.

This item also proposes additional clean-up amendments to the Living Wage Ordinance to eliminate overlap between the Living Wage Ordinance and the Hospitality Minimum Wage Ordinance for hospitality employers.
