Two committees meet this week. The Budget and Government Efficiency Committee will consider contracts with Boot World and National Auto Fleet Group. The Environment Committee will hear an item to amend a contract to buy a calcium nitrate double salt solution for wastewater services.

Item 2 - Amendment to the Citywide Safety Shoes Contract with Boot World Incorporated
This action will authorize the Second Amendment to the Contract between the City of San Diego and Boot World Incorporated, effective December 7, 2021, following Invitation to Bid Number (ITB) 10089766-21-V, to increase the not-to-exceed amount of the Contract from $2,200,000 to $3,200,000.
This Second Amendment to the Contract is needed to ensure that City employees will continue to have access to safety footwear from a vendor with physical stores within City limits, while the City engages in a procurement process to identify a successor contractor or contractors.
Item 3 - Authorization to enter into and sign a Cooperative Procurement Contract with 72 Hour LLC, (doing business as National Auto Fleet Group) for the purchase of Class 4-8 Chassis and Cabs with Related Equipment, Accessories, and Services
This action is to authorize execution of a Cooperative Procurement Contract with 72 Hour LLC, (doing business as (dba) National Auto Fleet Group) for the purchase of Class 4-8 Chassis and Cabs with Related Equipment, Accessories, and Services for the City of San Diego.
The purchases will include medium and heavy-duty fleet, for approximately three years, through July 9, 2028, with up to three additional one-year options to renew, which may be exercised at City’s sole and absolute discretion subject to the restrictions in San Diego Charter section 99.
Item 4 - Authorization to enter into and sign a Cooperative Procurement Contract with 72 Hour LLC, (doing business as National Auto Fleet Group) for the purchase of Automobiles, SUVs, Vans, and Light Trucks with Related Equipment and Accessories
This action is to authorize execution of the First Amendment to a Cooperative Procurement Contract with 72 Hour LLC, (doing business as (dba) National Auto Fleet Group), for the purchase of Automobiles, SUVs, Vans, and Light Trucks with Related Equipment and Accessories for the City of San Diego’s (City) light duty fleet, for a term extending through November 8, 2025, with an option to extend for one additional year through, through November 8, 2026.
Item 5 - FY 2027 Budget Development and FY 2026 Budget Monitoring Key Dates
This item would approve the proposed FY 2027 Budget Development and FY 2026 Budget Monitoring calendar include planned release dates of budget-related reports for both the operating and Capital Improvements Program budgets, and their corresponding presentations to Council committees and to the full City Council.
Item 6 – As-Needed Consultant Agreement for Facility Condition Assessments with Kitchell CEM, Inc.
The City Department of General Services requests approval of an as-needed consultant agreement, for a period of five years, for tasks requiring specialized technical expertise in the preparation of Facility Condition Assessments (FCA).
The FCA are a valuable tool used in the creation of maintenance and repair budgets, preventative maintenance and replacement schedules and budgets, and for determining future Capital Improvement Program projects.
Item 7 - Exemption of an Assistant Fire Chief position in the Fire-Rescue Department from the Classified Service
This item is to exempt one Assistant Fire Chief position from Classified Service in the Fire-Rescue Department’s Emergency Management Division. On November 7, 2024, the Civil Service Commission reviewed the duties and responsibilities of the Assistant Fire Chief and found that it meets the intent of Charter Section 117 to exempt the position from the Classified Service.

Item 2 - Second Amendment to the Contract with Evoqua Water Technologies, LLC to purchase Calcium Nitrate Double Salt Solution (Bioxide) for Wastewater Collection Facilities
This item would authorize extension by five years an existing sole source contract with Evoqua Water Technologies, LLC to purchase Calcium Nitrate Double Salt Solution (Bioxide) for wastewater collection facilities and to monitor and maintain the Bioxide tanks and feed equipment, as required, and to increase the contract amount by $3,900,000 for the total not to exceed amount of $6,850,000.
The Public Utilities Department (PUD), Wastewater Collection Division, is requesting an extension of this contract to purchase, distribute, and monitor Bioxide, as required, for PUD wastewater collection facilities at the Emerald Gravity Line (a part of East Mission Bay Trunk Sewer), Pump Station 73, Pump Station 84, 2 Pump Station 85, and Pump Station 87. East Mission Bay Trunk Sewer is a Metro Sewer Utility Fund facility and Pump Stations 73, 84, 85, and 87 are Muni Sewer Fund facilities.
Item 3 - Acceptance of Floating Restroom from the California Department of Parks and Recreation, Division of Boating and Waterways
This item is to seek approval to accept one (1) floating restroom from the California Department of Parks and Recreation, Division of Boating and Waterways (DBW) for the San Vicente Reservoir with estimated value of $225,197.50.
Floating restrooms provide convenient access for boaters’ use on lakes and reservoirs. The City’s current facility has reached its useful life and will be replaced by the State’s Floating Restroom grant program. This action requires an ordinance as the grant requirements exceed 5 years.
