Sean Harris
Fiscal & Policy Analyst
Sean Harris joined the Office of the Independent Budget Analyst (IBA) in August 2026 as a Fiscal & Policy Analyst. Prior to joining the IBA, Sean served as a Management Analyst in the City of Coronado's Public Services & Engineering Department, and previously held roles at the City of San Marcos in the City Manager's Office and the City of Oceanside's Water Utilities Department. Sean holds a Master of Arts in Political Science from San Francisco State University.
