Item 200 - Fiscal Year 2027 Downtown Property and Business Improvement District Annual Report and Budget
City Council approves an Annual Report for the Downtown Property and Business Improvement District (PBID) for each fiscal year in which assessments are levied and collected to pay for the improvements and services described in the report.
This item requests City Council approval of the Downtown PBID Fiscal Year 2027 Annual Report which contains updates to the assessment roll based on the latest County of San Diego property data and the Fiscal Year 2027 budget.
Item 201 - Fiscal Year 2027 Maintenance Assessment Districts Annual Reports for Parks and Recreation Department
The City of San Diego Maintenance Assessment District (MAD) Procedural Ordinance requires that the City Council approve an annual report for each respective MAD for each fiscal year, except the first year, for which assessments are to be levied and collected to pay the costs of the improvements and activities described in the Engineer's Report.
This action is to approve the Fiscal Year 2027 Annual Reports for each of the 54 MADs administered by the Parks and Recreation Department prior to the County of San Diego enrollment deadline of August 10th. The annual reports contain updates to the assessment rolls due to parcel changes and reflect the Fiscal Year 2027 Budget for each district.
Item 202 - Fiscal Year 2027 Maintenance Assessment District Annual Reports for Economic Development Department
The Economic Development Department administers 10 of the City’s 64 MADs, with the remaining districts administered by the Parks and Recreation Department. As required by the City's MAD Procedural Ordinance, the Economic Development Department seeks City Council approval of the annual reports for each MAD in which assessments are to be levied and collected to fund the costs of the improvements and activities described in the report.
Item 203 - California Coastal Commission Modifications to the 2024 Land Development Code Update of the San Diego Municipal Code and Local Coastal Program
This is a request to adopt the California Coastal Commission’s requested modifications to the 2024 Land Development Code (LDC) Update and Local Coastal Program (LCP) Amendments (2024 LDC Update). The City Council adopted the 2024 LDC Update on July 16, 2024.
The 2024 Update is part of the City Planning Department work program created to help maintain the LDC. The 2024 LDC Update simplifies the City’s development regulations, makes the code more adaptable, and eliminates redundancies and contradictions.
The 2024 LDC Update also standardizes the code framework and increases predictability in the application of regulations. The 2024 Update was intended to align the LDC with the City’s climate, equity and housing goals, clarify existing regulations, ensure compliance with state law, correct existing regulations, and provide regulatory reforms.
Item S400 - Resolution in Support of Somali Community
Council District 9 is proposing a resolution expressing support for the Somali community in San Diego and condemning recent racist rhetoric and harassment directed at Somali Americans.
The resolution responds to statements made by President Donald Trump and the targeting of Somali immigrants particularly Somali childcare providers by social media influencers who have engaged in harassment, filming, and stalking.
