Three committee meetings round out the week with the Budget Committee hearing the mid-year budget Monitoring report.  The Economic Development and Intergovernmental Relations Committee will get an update on Title 42.  The Environment Committee will consider revisions to fees at the Miramar Landfill and Greenery.

Item 1 – Second Amendment to Carahsoft ePlansoft contract for Electronic Plan Review – This is a request to amend the Development Services contract with Carahsoft for Electronic Plan review. ePlansoft is a cloud-based application that assists City permit reviewers to assign workloads, conduct simultaneous plan reviews, provide comments to customers directly on the plans, generate reports, and stamp approved plan sets. This application directly integrates with the Accela permitting software and is an essential tool in reviewing thousands of permit applications annually.

 

Mid-Year Budget Monitoring

 

Item 2 - Fiscal Year 2023 Mid-Year Budget Monitoring Report – The purpose of the Fiscal Year 2023 Mid-Year Budget Monitoring Report (Mid-Year Report) is to provide the City Council and the public with an update of major General Fund revenues and revenues and expenditures for funds with budgeted personnel expenditures.

 

 

BreezewayItem 3 - FY 2024 Updated City Council Budget Priorities – Per the City Charter, the first step for the City Council in the City’s annual budget process is the development of the annual Budget Priorities Resolution. This annual resolution has been approved by the City Council each year since 2006, and its development is included in the FY 2024 Budget Development and FY 2023 Budget Monitoring Key Dates. The Office of the Independent Budget Analyst recommends that the Budget and Government Efficiency Committee review and discuss the updated budget priorities highlighted in IBA Report 23-02 and forward these priorities, with any desired modifications, to the City Council for formal adoption as the FY 2024 Updated Budget Priorities Resolution.

 

Living WageItem 4 - Fiscal Years 2021-2022 Living Wage Ordinance Annual Report – The Living Wage Ordinance (LWO), adopted by the City of San Diego (City) in 2005, requires covered employers to provide specific wage rates and benefits to workers who perform services on applicable service contracts, financial assistance agreements, or facility agreements with the goal of keeping workers and their families out of poverty. This report details the programmatic efforts of the administration of the Living Wage Ordinance (LWO) during Fiscal Years 2021 and 2022 under the Compliance Department as required by San Diego Municipal Code §22.4235(c).

 

Item 5 - 2023 Budget & Government Efficiency Committee Work Plan - This is an informational item to review and discuss the 2023 Budget and Government Efficiency Committee Work Plan. The Work Plan was drafted with the input of the Committee Members serving on the Committee.

Economic Development and Intergovernmental Relations Committee Meeting – February 8, 2023 – 2 p.m.

ED & IR Meeting Agenda

 

Item 1 - 2023 Economic Development & Intergovernmental Relations Committee Work Plan – Section 6.1.3 of the Municipal Code requires that each standing committee develop an annual work plan and compile a year-end report to be presented to the Council at the end of each year. The Council President shall use the posted work plans to develop the annual Council work plan to be presented at a Council meeting in March of each year.

 

Item 2 – Title 42 Informational Update – This is an information item regarding Title 42, a COVID-19 pandemic-era federal policy barring the entry of asylum seekers at the border. Staff from the Department of Government Affairs and the Office of Immigrant Affairs will provide a briefing to ED&IR Committee members.

Item 3 - Development of Focused Economic Development Strategy (EDS) – The City’s economic development strategy (EDS) guides the City’s economic development efforts for a three year period per Council Policy 900-01 and the City’s General Plan, and outlines specific strategic and tactical objectives that provide guidance to City Departments on actions and policy decisions to support the business community in the creation of new jobs, especially middle-income jobs. The EDS includes an identified mission, vision, objectives, focus areas, and performance measures to help track progress on initiatives and resources to ensure appropriate allocation and emphasis to drive additional economic value to San Diego.

 

 

TMDItem 4 - Fiscal Year 2022 of the San Diego Tourism Marketing District Performance Report - The City’s San Diego Tourism Marketing District is a citywide benefit assessment district designed to improve tourism activity and increase hotel room night consumption in the City of San Diego. Presentation of the Annual Performance Report for Fiscal Year 2022 of the San Diego Tourism Marketing District Corporation. The Annual Performance Report summarizes the TMD Corporation’s goals, accomplishments, returns on investment, and expenditures for FY 2022.

Consent Agenda

Item 1 - Second Amendment to the Sole Source Agreement with Geosyntec Consultants, Inc. to provide Technical Consultant Services for National Pollutant Discharge Elimination System (NPDES), (Contract H186994) – This action is to request approval of the Second Amendment to the Agreement with Geosyntec Consultants, Inc. for an additional amount not to exceed $225,000, increasing the total amount of the agreement to $724,980, and extending the Agreement term by an additional three years, to provide Technical Consultant Services for the National Pollutant Discharge Elimination System.

 

Item 2 - Pure Water Program – Amendment No. 2 to the Agreement with Parsons-Black & Veatch Joint Venture for As-Needed Construction Manager - Treatment Plant and Facilities Projects - Contract Number H176935 – This action is for the approval of Amendment No. 2 to the agreement with Parsons-Black & Veatch Joint Venture for As-Needed Construction Manager - Treatment Plant and Facilities Projects for a total not to exceed amount of $35,000,000.00, thus increasing the total amount of the agreement to $110,000,000.00. This action will also extend the contact for an additional three years thus increasing the total contract duration to eight years.

 

Item 3 - Pure Water Program – Amendment No. 3 to the Agreement with Jacobs-CH2M Hill Engineers, Inc. for As-Needed Construction Management Services – Conveyance Projects - Contract Number H176955 – This action is for the approval of Amendment No. 3 to the agreement with Jacobs-CH2M Hill Engineers, Inc. for As-Needed Construction Management Services – Conveyance Projects for a total not to exceed amount of $40,000,000.00, thus increasing the total amount of the agreement to $85,000,000.00. This action will also extend the contact for an additional three years and three months thus increasing the total contract duration to eight years and three months.

Pump StationItem 4 - Pump Station 1 and 2 Improvements and Modernization Project – This is a Council action to authorize the creation and execution of Capital Improvement Project (CIP) for the Pump Station 1 and 2 Improvements and Modernization project and award design contract. The project will repair, rehabilitate, or upgrade various assets of the facilities to ensure continued reliability into the future. The City of San Diego’s Public Utilities Department operates wastewater conveyance, treatment and disposal facilities that serve both City customers and the 12 participating agencies of the Metropolitan Joint Powers Authority. Pump Stations 1and 2 are the largest pump stations within the City’s wastewater system.

 

Item 5 - Revisions to, and Simplification of, the Miramar Landfill and Greenery Fee Schedule – The Environmental Services Department (ESD) is proposing to simplify the current Miramar Landfill and Greenery fee schedule to make it more transparent and easier to use by customers and City staff. The proposed revisions are intended to streamline the processing of transactions at the fee booth, reduce customer wait times, improve the overall customer experience, and enhance waste diversion opportunities

 

Landfill FeeItem 6 - Adjustments to the Miramar Landfill and Greenery Fees – The Environmental Services Department is proposing to increase landfill fees on waste and materials brought to the Miramar Landfill and Greenery (Landfill) for disposal or processing, beginning July 1, 2023. The proposed tipping fee increase is necessary to offset increases in operating costs and identified funding needs in the Refuse Disposal Enterprise Fund. Due to the implementation costs of Senate Bill 1383 and other regulatory requirements, the existing fees can no longer support the Landfill and Greenery operations, and the proposed fee adjustments will align the revenues with the total cost to perform all Landfill activities.

 

 

Information Agenda

Item 7 – Climate Resilient SD – Climate Resilient SD is a comprehensive climate adaptation and resilience plan that addresses the four primary climate change-related hazards that the City of San Diego faces: extreme heat, changes in precipitation (extreme rainfall or drought), wildfires, and sea level rise. The plan is a framework for action that includes a suite of adaptation strategies to minimize risk and increase the resilience of San Diego’s people, assets, economy and natural resources to climate change. Climate Resilient SD is intended to not only prepare San Diego for climate change, but also to ensure that we prepare in ways that improve the lives of the people that live in and visit San Diego

 

Climate Action Plan logoItem 8 - Progress Update on a Proposed Council Policy for Climate Action Plan Implementation Prioritization – This item will provide an overview of the work on the proposed Council Policy completed by the Independent Budget Analyst to date, including the work completed since the initial presentation to the Environment Committee in November 2022. Importantly, the IBA's Office is also seeking direction and feedback from the Committee and the public on the mechanics and outcomes of a proposed policy, and how the scoring weights should be utilized to determine prioritization scores.

 

Item 9 - 2023 Environment Committee Work Plan – This is an informational item to review and discuss the 2023 Environment Committee Work Plan. The Work Plan was drafted with the input of the Committee Members and members of the public.
